Humanitarian aid has been delivered to the embattled Ukrainian city of Oleshky in the Kherson region following a US-brokered ceasefire between Russia and Ukraine, offering potential relief to civilians facing severe shortages of food, clean water and medicine. The truce has held for more than 54 hours, according to the countries’ human rights commissioners, who reported no violations as of October 29.
Video footage circulating on social media shows humanitarian aid entering Russian-occupied Oleshky, where residents have endured a deepening humanitarian crisis amid disruptions to essential services. Reports have warned of hunger and the risk of starvation among civilians trapped in the city.
Ukrainian ombudsman Dmytro Lubinets and his Russian counterpart, Yana Lantratova, confirmed that the ceasefire was being observed. Lubinets travelled to Oleshky at the head of the Ukrainian delegation as preparations continued for civilian evacuations and the delivery of humanitarian assistance. The ceasefire came into effect at 3 a.m. Kyiv time on October 27 and is scheduled to remain in place until the end of November 1. US First Lady Melania Trump helped facilitate the agreement, which aims to enable humanitarian convoys to reach the city and allow civilians who wish to leave to do so safely. The ceasefire zone was also expanded beyond Oleshky to facilitate the safe passage of aid convoys.
Lubinets said demining operations along planned evacuation routes were underway. Russian officials also reported preparations to deliver humanitarian supplies and arrange safe passage for residents seeking to leave the occupied city. Kremlin spokesman Dmitry Peskov expressed hope that residents would receive assistance and be able to leave Oleshky on October 29–30. He also said Russia greatly appreciated US efforts to organise the humanitarian mission.
