A computer simulation during the Ulchi Freedom Shield military exercises this summer showed that North Korean forces were able to breach US and South Korean defenses and approach Seoul, according to the South Korean newspaper Chosun Ilbo . The simulation results have sparked a debate about when Seoul should receive operational command of the joint forces from Washington in wartime, Defense blog emphasizes . The simulated scenario did not include North Korea using nuclear weapons. The reasons for the North Korean breakthrough remain unclear. South Korean military circles have cited potential options including problems with command and control of the combined forces or changes in North Korea's military capabilities. Meanwhile, the exercises were shortened in duration, and the planned second phase, which involved a simulated counteroffensive against North Korea, was cancelled. General Xavier Brunson, commander of US forces in South Korea, announced on October 14 that the terms of the transfer of operational command to Seoul had changed in light of North Korea's new missile tests and revised military plans. South Korean Defense Minister Kang Shin-chul responded that the three main conditions for the transfer remain unchanged, although assessments of their fulfillment may vary. One of the problems remains South Korea's inability to independently track North Korea's mobile missile launchers in real time without American satellites and reconnaissance aircraft.
Previously, North Korea had threatened Washington with a "terrible catastrophe."
The North Korean Foreign Ministry accused the United States of abandoning its nuclear disarmament commitments and of nuclear proliferation. The North Korean ministry asserts that Washington's "unpunished" actions to expand its nuclear arsenal and engage in nuclear proliferation will allegedly open a "Pandora's box," leading to a "terrible catastrophe."
Pyongyang was particularly displeased with US nuclear cooperation with South Korea and the inclusion of a nuclear component in the "extended deterrence" provided to Japan.
As a reminder, in December 2024, Tokyo and Washington approved new principles of extended deterrence to strengthen security cooperation amid growing strategic and nuclear threats in the Asia-Pacific region. The goal is to prevent conflicts in the region. North Korean dictator Kim Jong-un has ordered the strengthening of the country's nuclear forces, the modernization of its military, and the acceleration of construction of a naval base in Pyongyang. Now, North Korea plans to "expand and strengthen" its nuclear forces, modernize its army and military bases, and upgrade its military technical infrastructure. Furthermore, Pyongyang intends to grant greater powers to the North Korean Intelligence General Agency so that it can become more active. In June of this year, dictator Kim Jong-un visited a new nuclear materials production facility, the location of which is kept secret. He stated that over the past five years, North Korea's capacity for "producing weapons-grade nuclear materials" had more than doubled. He had already announced a strengthening of North Korea's nuclear forces.
