The US Central Intelligence Agency continues to help Ukraine counter Russian aggression, despite the significant deterioration in relations between Presidents Donald Trump and Volodymyr Zelenskyy. Specifically, the CIA is stepping up covert operations against Russia and supporting Ukrainian intelligence agencies, The Atlantic reports , citing a retired high-ranking officer who frequently visits Ukraine.
Journalists noted that CIA Director John Ratcliffe plays a special role in this, as he "is simultaneously in two worlds: advising the president, who is constantly in conflict with the Ukrainian leadership, and heading an agency that is crucial to Ukraine's struggle for survival."
A Baltic intelligence official working closely with the Americans to counter Russian influence told the publication that CIA operations are now even "much more aggressive" toward Russia than they were under President Joe Biden. It is noted that current and former intelligence officials from the US, Europe, and Ukraine describe Ratcliffe as a person who soberly assesses the threat posed by Russia not only to Ukraine, but also to the US and its allies. "He's well-informed and understands the real situation... Their people here are very supportive. They're true professionals," said a high-ranking Ukrainian intelligence officer working directly with the CIA.
He also suggested that Ratcliffe could be a more effective peace negotiator than Trump's current representatives, Jared Kushner and Steve Witkoff.
At the same time, the article says, if Trump had followed through on his recent threat to cut off intelligence support for Ukraine, Ratcliffe would have carried out that order.
The publication recalled that in August, Trump sent Ratcliffe to Moscow, where he met with his intelligence colleagues and presented the CIA's assessment of the war's progress. According to informed sources, the conclusion was: no one is winning. The Russians, they argued, hadn't made any significant progress, but Ukraine hadn't driven Russian troops out of its territory either.
According to the author, Putin as a former KGB officer should have understood that Ratcliffe had come not as a diplomatic envoy, but as a fellow intelligence officer who brought a message he considered important to the dictator.
It has been noted that if Ratcliffe had managed to convince Putin, through intelligence officials, that he was pursuing an unattainable goal by waging war on Ukraine, perhaps the Russian leader would have finally sat down at the negotiating table.
"Of all the Trump administration officials, Ratcliffe was uniquely positioned to deliver this message. No one knows the situation on the front lines and what's at stake better than the CIA officers working in Ukraine and monitoring the fighting from headquarters," the author writes.
In September, Ratcliffe briefed Zelenskyy in Ireland about his trip to Moscow, a source familiar with the matter told reporters. The American official said the meeting was purely coincidental, but it demonstrated that Ukrainian leaders and the CIA director were capable of holding frank talks on short notice.
