The views expressed by President Ilham Aliyev at the 7th Summit of the Conference on Interaction and Confidence Building Measures in Asia or CICA regarding the policies of Armenia's past and present leadership are of great importance. This was stated by MP Vugar Iskenderov. The deputy said that in his speech, the head of state once again drew attention to the issues of occupation, war crimes, and violations of international law that Azerbaijan has faced for many years: "President Ilham Aliyev brought to the agenda the international community's attitude to what happened in the past and the responsibility of the former leadership of Armenia based on concrete facts." Vugar Iskenderov noted that in his speech, President Ilham Aliyev, touching upon the activities of the previous leadership of Armenia, particularly emphasized the role of political leadership in the emergence and long-term continuation of the conflict: "The head of state said that "the previous leadership of Armenia - all three former presidents of Armenia and their supporters, these war criminals and child murderers have still not received the punishment they deserve." This idea shows the importance of not forgetting the tragedies faced by the Azerbaijani people for many years, the suffering suffered by the civilian population, and the consequences of the occupation. Legal assessment of the events that occurred during the conflict and keeping the issue of responsibility for war crimes in mind are important in terms of the principles of international law. Azerbaijan's position is related to the non-distortion of the historical causes of the conflict, the correct assessment of the consequences of the occupation, and consideration of the rights of the victims. In this regard, the ideas voiced by President Ilham Aliyev on the international platform are of particular importance in terms of conveying Azerbaijan's position to the world community." The deputy noted that the activities of the current leadership of Armenia after 2018 were also separately mentioned in the speech of the head of state: “President Ilham Aliyev said that “the current leadership of Armenia has continued the criminal policy of its predecessors since 2018.” This approach shows that a change in the political leadership of Armenia is not enough in itself to resolve the conflict. The main issue was to support political statements with concrete steps, respect the sovereignty and territorial integrity of neighboring states, as well as to abandon rhetoric that deepens the conflict. In his speech, President Ilham Aliyev also recalled the statement “Karabakh is Armenia and that's it” made by the Prime Minister of Armenia in Khankendi in 2019. This statement is an important political fact in terms of assessing the situation that developed at that time and the positions of the parties towards resolving the conflict. Such statements contradicted the principled position of Azerbaijan on the territorial integrity and negatively affected the prospects for a peaceful resolution of the conflict.
Mutual trust, "Respect for international law and political responsibility are the main conditions. The views expressed by President Ilham Aliyev once again revealed Azerbaijan's position based on sovereignty, territorial integrity and international law. In order to ensure long-term stability in the region, the lessons of the past must be taken into account, and the principles of political responsibility and mutual respect must be taken as the basis."
