Today, Kremlin dictator Vladimir Putin rejects any calls for restrictions on any type of air strikes. He believes the damage he inflicts on Ukraine outweighs the pain Russia suffers from Ukrainian strikes.

However, the US and European countries have several ways to change this calculus, writes Foreign Affairs. It is reported that the US and Europe should give Ukraine the ability to strike missile launchers and other military targets inside Russia—or at least allow it to credibly threaten such strikes. Until now, Ukraine has primarily focused its long-range attacks on energy infrastructure, as hitting Russia's fortified military facilities and mobile launch sites is technically much more difficult. But it is precisely these objects – the most difficult to replace – that Putin most fears losing. The media reports that Ukraine has been pressuring the administration of US President Donald Trump and SpaceX CEO Elon Musk for months to provide Starlink access over a stretch of Russian territory opposite the Ukrainian border, where most ballistic missiles are launched.

Kyiv needs this access so that its drone battalions can destroy mobile launchers. Once Ukraine gains this capability, Russia will likely be forced to move the rest of these systems further away from the border, which will significantly reduce the ballistic threat to Ukraine. So far, Trump and Musk have both deflected Ukraine's request, each claiming the decision is up to the other. However, neither has ruled out the possibility of giving the green light for such access, the article states.

Kyiv would have had an easier time convincing the US to allow Starlink access over Russia if Ukrainian officials had focused on how it could be used as negotiating leverage. Journalists say such permission could be part of an agreement with Washington to ensure Ukraine refrains from striking Russian oil refineries.

Specifically, Trump could allow such access without public disclosure, while simultaneously signaling to Moscow that he is only doing so until an air ceasefire is implemented. There is reason to believe such a tactic would work. "Earlier this year, Musk worked with Ukraine to create a registration system that effectively limited Starlink use to Ukrainian drone operators. This move briefly threw Russian troops into operational chaos on the front lines. Washington, however, missed the opportunity to exploit this moment of Russian weakness to push Moscow into tactical de-escalation," the article states. US attention shifted to war against Iran just weeks later. Kyiv has long been trying to obtain German Taurus air-launched cruise missiles, which would allow Ukraine to strike stationary targets hundreds of kilometers deep into Russia.

For example, defense factories that produce jet drones and ballistic missiles.
