Russian officials and businessmen are increasingly expressing open discontent with the ongoing war against Ukraine, which is causing colossal damage to the Russian economy. Even influential figures such as Moscow Mayor Sergei Sobyanin and Sberbank CEO Herman Gref are among those expressing discontent. Knight, a specialist in the history of the USSR and Russia, writes about this in a column for The Wall Street Journal .
Commenting on the recent dismissal of VEB chief economist Andrei Klepach, who predicted Russia's defeat in a war of attrition, the author notes that this episode demonstrates the Kremlin's concern about the mood within its own entourage. However, Klepach's resignation is unlikely to eliminate the discontent itself. According to Knight, prominent experts from leading Russian academic institutions supported the economist and praised his report on the state of the Russian economy. They essentially agreed with his conclusions about the problems posed by the prolonged war and the further militarization of the economy. The author also draws attention to the position of VEB CEO Igor Shuvalov. According to media reports, it was he who received the order "from above" to fire Klepach. However, Shuvalov himself has not demonstrated unconditional support for the idea of further converting the Russian economy to a war footing. At the St. Petersburg Economic Forum in June, he entered into a debate with those who advocated strengthening state control over the economy and its further mobilization in the interests of war. Even more bluntly, as the author notes, Gref, who previously headed the Ministry of Economic Development and under whom Klepach worked, spoke out. At the June shareholders' meeting, the head of Sberbank stated that Russians are united by their desire for a swift end to hostilities. He said it's hard to imagine anyone in Russia who isn't concerned about ending the war. The author also attributes Sobyanin's statements to such signals . In a recent interview with Russian media, he expressed opposition to the idea of shifting the Russian economy to a war footing. According to the author, the statements by Shuvalov, Gref, and Sobyanin cannot be viewed solely as isolated incidents. Taken together, they demonstrate the tensions under which Russian officials and representatives of big business find themselves.
Media outlets recently published quotes from Klepach's May report , in which he warned of problems in the Russian economy and the risks of a protracted standoff with the West. Recently, it was announced that VEB's chief economist had been fired . According to media reports, Shuvalov fired Klepach "on a call from above."
