The fact is, the Kremlin doesn't need to declare war or explain anything to its citizens to recruit new "cannon fodder." The mobilization decree was issued back in September 2022 and remains in effect. A new forced recruitment of military personnel into the Russian occupation army is expected to take place next fall, shortly after the parliamentary elections in the Russian Federation.
While Russian government officials are trying to reassure others through public statements that no mobilization is being prepared in Russia, behind the scenes, processes are intensifying that indicate the opposite. According to the Agency, the number of vacancies for military registration and mobilization training specialists has recently increased sharply in Russia. The HeadHunter platform currently lists over 2,500 vacancies for military registration and mobilization training specialists. Moreover, almost 1.3 thousand advertisements were published in the last week alone. For comparison, there were approximately 145 such vacancies throughout 2021, and approximately 500 after the announcement of partial mobilization in the fall of 2022. Mobilization workers are being recruited by, among others, the Moscow government, structures of the Russian Ministry of Defense, housing and communal services enterprises, the state corporation Roscosmos, as well as the companies MTS Security and Almaz-Antey Telecommunications. Their responsibilities include maintaining military records, organizing mobilization training, processing documents for reserving citizens, and performing other tasks.
