North Korea has stepped up its involvement in Russia's war in Ukraine, reportedly deploying over 100 ballistic missiles and its specialists to Russia . Analysts at the Institute for the Study of War explained how such cooperation benefits both countries and the risks it poses for Ukraine.
Thus, the Main Intelligence Directorate of Ukraine reported that a North Korean missile unit consisting of approximately 90 soldiers, equipped with 120 ballistic missiles and six launchers, has begun deploying to western Russia. Furthermore, North Korea previously sent a batch of 40 North Korean KN-23/24 ballistic missiles to Russia.
As ISW notes, Russia's use of North Korean missiles will provide North Korea with the opportunity to conduct field tests and receive feedback to improve the missiles. "Russia and North Korea are seeking to take advantage of Ukraine's limited stockpiles of ballistic missile interceptors to test the performance of North Korean missiles," analysts believe.
At the same time, adding more North Korean missiles to Russia's arsenal will likely allow it to intensify ballistic missile strikes against Ukraine in the near future without using its own stockpiles, and will also cause greater destruction.
Russia more frequently used Tsirkon missiles and modified S-400 systems in its July 2026 strikes, likely to offset the strain on its traditional ballistic missile production and inventory. At the same time, the addition of approximately 160 North Korean ballistic missiles will allow Russia to increase the number of ballistic missiles in each strike package or maintain similar-sized packages for a longer period, according to ISW:
"North Korean missiles, with their heavier payloads but less accuracy, are likely to cause greater destruction and casualties, particularly among civilians and residents."
As military expert Pavel Narozhny noted in an interview with UNIAN, the first KN-23 missiles had very low accuracy, potentially missing their target at a range of 500 meters. However, after working with Russian specialists, these missiles became highly accurate and are effectively direct analogues of the Iskander-M .
Gennady Khazan, president of the Ukrainian Aviation Association of Pilots and Aircraft Owners, noted that, given the range of the KN-23, the eastern and central parts of Ukraine are currently at risk of strikes up to 500 kilometers from the front line or the border with Russia. Russia is increasingly relying on North Korean ballistic missiles, exploiting one of the greatest weaknesses of Ukraine's air defenses: the shortage of interceptor missiles for the Patriot missile system. If supplies from North Korea continue to grow, Moscow will be able to carry out large-scale strikes for significantly longer than its own production capacity would allow, TWZ reports . Analysts note that the Kremlin is placing its bets on ballistic missiles, as they remain one of the most difficult targets for Ukrainian air defense systems.
While Russia has failed to significantly increase production of its own Iskander missiles, additional missile supplies from North Korea make up for this shortfall. As a result, Ukrainian cities, energy infrastructure, and other civilian facilities are under threat.
The main danger, however, is not the arrival of another batch of missiles, but rather the fact that Russia is effectively gaining access to North Korea's production capacity. If Moscow finances their expansion, it will be able to carry out intensive ballistic strikes for much longer.
