The Coordination Headquarters reported this on its Telegram channel, citing the activities of the special projects "I Want to Live" and "I Want to Find." According to the headquarters, Ukraine strictly adheres to international humanitarian law and the Geneva Conventions regarding the treatment of prisoners of war, which is why Russians who have previously been held captive in Ukraine consciously choose to surrender again rather than return to combat. The headquarters emphasizes that the "I Want to Live" and "I Want to Find" projects systematically communicate to Russian soldiers and their families the truth about conditions of detention, the rights of prisoners, and the real chances of survival.
"It's important for us that as many Russians as possible surrender. Each such prisoner of war adds to the exchange fund and increases our ability to bring Ukrainian defenders home from Russian captivity. When Russian occupiers choose captivity over death, it means a greater chance for our people to return home," noted Andriy Yusov, Deputy Chairman of the Coordination Headquarters.
The statement also drew attention to the difference in approaches between Kyiv and Moscow toward their own troops after the exchange. In Ukraine, soldiers returning from captivity have the legal right to resign from service at their own request. The Russian command, however, leaves no such choice—all exchanged soldiers are sent back to the front lines, which, according to the headquarters, is what drives some of them to re-surrender. The Coordination Headquarters is convinced that the fear of returning to combat after an exchange is a more compelling argument for the occupiers than propaganda narratives about alleged cruelty in Ukrainian captivity. The personal experiences of those who have been captured before refute these myths from within the Russian army. The Headquarters notes that each new prisoner has practical significance for the state—they replenish the exchange fund that Ukraine uses to return its defenders from Russian captivity.
Media previously reported that the National Bank had introduced a coin commemorating the defenders of Ukraine executed and tortured in captivity. We also reported that the regional prosecutor's office documented an incident in which Russian soldiers captured and executed a Ukrainian defender in the Donetsk region. The investigation qualified the occupiers' actions as a war crime against a prisoner of war.
