Air defense moves north: Moscow, Valdai, and oil refineries are Putin's priorities

Amid intensifying Ukrainian attacks, Russia is concentrating air defense systems in several key locations: around Moscow and the residence of Kremlin leader Vladimir Putin in Valdai. OSINT expert jembob writes about this .

Moscow continues a major expansion of its air defense system. Over the past two months, approximately 24 new turrets for Pantsir anti-aircraft systems have been built. The plan involves creating a new ring with a radius of approximately 40 km, as well as constructing additional towers at key locations such as the oil refinery, the residence of Kremlin President Vladimir Putin, and the Aerospace Forces airport. In addition, 3-4 new Pantsir-SMD systems have appeared in the city, located on the roofs of buildings, as well as two new S-400 air defense missile systems. At least three new towers have been built next to existing earthen embankment positions. It is likely that these locations will be the first to decommission the old sites and replace them with tower structures. The presence of all 44 towers within the 50-kilometer ring has been confirmed by high-resolution satellite images.
Most of the new towers outside the 50-kilometer ring were built specifically to protect important electrical substations. While it is premature to talk about a fully-fledged new air defense ring, it is possible that existing facilities could become the basis for the formation of a regular defensive belt in the future. The total number of objects is estimated at approximately 125 units.
Around March 13, the air defense ring around Putin's residence in Valdai, with a radius of 20 kilometers, was reinforced with eight additional towers to cover existing gaps. Two more towers were added near the Khotilovo airbase and its ammunition depot. A total of 29 Pantsir turret positions have been deployed to protect Putin's Valdai residence.
From late June to July, a number of oil refineries received new air defense towers. Some of these likely replace old earthen positions: three in Ryazan, two in Kstovo, and one or two in Yaroslavl. New installations have also been established to protect certain strategic facilities. Two positions have been established near Vyborg, including the entrance of the Nord Stream gas pipeline into the Baltic Sea, the so-called "Schroeder Tower". Increased air defenses have been recorded near several important electrical substations, including the Mikhailovskaya and Ryazan substations. New ground positions have been established in Ust-Luga. The construction of new sites near Samara oil refineries has been confirmed. Judging by observations over the past few months, new air defense tower positions are being built primarily in Russia's northern regions and in significant numbers. Southern regions continue to receive primarily temporary earthen positions and only to protect the most critical facilities.
