NATO is developing a new defense strategy that, in the event of war, would allow for strikes against military bases, supply depots, and Russian defense industry facilities deep in the aggressor country's rear. The use of nuclear weapons is not included in the published plan, according to The Wall Street Journal .

The Alliance command's reassessment of its approach is prompted by the war in Ukraine and conflicts in the Middle East. Until now, the defense of the eastern flank has relied primarily on barriers and checkpoints, but strategists have concluded that this is no longer sufficient to thwart a potential invasion. According to the new concept, deterring Russia should encompass more than just the destruction of troops crossing the border. The infrastructure that supports them, from military bases to industrial facilities within Russia itself, should also be targeted.

The author of this approach is Alexus Grynkevich, Supreme Allied Commander Europe. The American general presented his "theory of victory" on October 12 at the Warsaw Security Forum. According to his plan, the allies should first stop the first wave of the attack, and then deprive the enemy of the opportunity to continue the operation. "We will destroy the system of warfare deployed against us, striking both the attacking forces and everything that supports, supplies, or controls these forces," Grinkevich said. Polish Major General Ireneusz Nowak is convinced that the experience of Ukrainian resistance has demonstrated the need to respond to aggression with force. Defense, in his view, inevitably includes countermeasures.

"In the event of an armed conflict with Russia, we would certainly want to strike at the military-industrial complex. We must view precision strikes deep into the rear as a deterrent," Novak noted.

The Alliance will be able to convincingly deter Moscow, he emphasizes, only if it has the appropriate long-range capabilities.

The WSJ draws parallels with Ukraine's tactics, which use long-range drones and missiles to target Russian oil refineries, drone component factories, data centers, and fuel depots. It is noted that the Europeans are increasing their stockpiles of Storm Shadow, SCALP, and Taurus, while simultaneously developing cheaper long-range weapons. Fabian Hoffmann, a senior research fellow at the Norwegian Defence Research Establishment, counted at least 48 announced low-cost cruise missile projects in Europe.

Modern wars, he believes, show how important it is to have significant arsenals of long-range weapons.

Former State Duma deputy Maria Maksakova said Russia could try to provoke a new escalation against NATO countries if it helps the Kremlin retain power and secure the interests of dictator Vladimir Putin's military entourage.

In her opinion, Kaliningrad could be one of the potential areas for such escalation.

"At this stage, I view the increased rhetoric regarding Kaliningrad as an attempt to simulate a false-flag attack. If such actions open the possibility of the regime's survival, Putin will do so. Apparently, there's a violent wing within Putin's gang that is pushing Putin toward such an escalation," she emphasized.
