Ukraine’s drone campaign against Russian oil refineries is inflicting mounting damage on Rosneft, one of Russia’s largest oil producers, disrupting operations, driving up repair costs and worsening its financial position. According to Bloomberg calculations based on public statements from both countries, Ukrainian drones have carried out at least 114 attacks on Russian oil refineries since the beginning of this year, more than double the number recorded over the same period last year. The strikes have pushed Russian refinery output to multi-year lows, contributing to fuel shortages and prompting Moscow to restrict exports of gasoline, diesel and jet fuel. In September, Ukrainian attacks damaged five of Rosneft’s 15 refineries in European Russia. The Ryazan refinery has been repeatedly attacked as the company attempts to restore operations. The Syzran refinery has either been shut down or operated at less than one-third of its capacity for much of the past six months, while Rosneft’s Tuapse refinery on the Black Sea coast has remained offline since April. Repeated repairs to damaged equipment are becoming increasingly costly. People familiar with the situation told Bloomberg that Rosneft representatives have privately warned that the expenses are unsustainable in the long term. Some refineries are reportedly slowing repairs, stretching work that should take days over an entire week. Western sanctions are adding to the pressure by restricting access to spare parts. Rosneft has turned to Russian-made alternatives and Chinese imports, which can take months to arrive and are not always compatible with existing equipment. The company’s financial position is also deteriorating. Rosneft’s net profit fell nearly 20% in the first half of the year to $2.4 billion. Its net debt-to-EBITDA ratio rose to 1.8 times at the end of June, the highest level in more than five years, according to quarterly reports dating back to 2020.
Rosneft’s difficulties coincide with signs of financial strain at Moscow Credit Bank, which market participants and officials regard as part of the sphere of influence of Rosneft chief executive Igor Sechin. Bloomberg reported last month that the bank had $8 billion in troubled loans.
