The Kremlin plans to turn Voronezh into a hub for North Korean troops , which could provoke xenophobic reactions from the local population. Military expert and retired Colonel of the Ukrainian Armed Forces Oleg Zhdanov told Glavred in an interview.
He noted that the practice of importing foreign labor to residents of the aggressor country, Russia, has been familiar since previous decades, and the authorities' reaction to potential discontent among local residents will be typical of the Russian system. "Russian citizens are used to it: all sorts of people have been brought into Russia—Chinese, Indian, and others. If anyone dares to protest, the National Guard and the police will take over, protecting North Korean soldiers and workers, not Russians," the expert noted.
According to Zhdanov, any demonstrative outrage in Russia will be suppressed quickly and quietly, and the scale of any potential incidents will remain strictly local.
"Besides, Russia is a fearless country, where 'busification' is currently being carried out selectively in individual cities or small regions. And if anyone starts to complain, they'll quickly be pacified in Russia – and the Russians will run off to their holes, where they'll stay quiet. If North Koreans catch and eat someone's dog in Voronezh, it could spark some unrest, but only locally," the expert added.
That Russians are incapable of mass protests is demonstrated, in particular, by their behavior, despite the serious fuel shortages resulting from the Ukrainian attacks. "Note: we've already burned down virtually all major Wildberries warehouses, attacked all refineries and are not allowing them to be restored. Russians stand in line for hours for gasoline and wait around the clock for a QR code for 20 liters, like manna from heaven. And so what? Despite all this, Russians still haven't made a cause-and-effect connection," Zhdanov is convinced.
Therefore, any discontent will continue to remain private and will not develop into public resistance. According to political scientist and expert on Central and Eastern European affairs Ivan Preobrazhensky, the most active segment of adult Russian society is either behind bars, has left Russia, or is so depressed that it is afraid to go out in public.
But at the same time, there's another "unconquered" generation of Russians, raised under Putin, who never saw any alternative and now feel their lives and futures have been stolen. Therefore, in Russia, there's a risk of a snowball effect and a social explosion, where one event could suddenly awaken society, forcing the Russian authorities to take repressive measures.
