A new wave of mass departures from Russia appears to be underway along the country’s southern border with Georgia. According to Politico, more than 113,000 Russian citizens entered Georgia through the Upper Lars border crossing last week. The sharp increase in border crossings comes amid growing concerns that the Kremlin may be preparing to announce a new wave of mobilization. Politico reports that Russian authorities have recently stepped up efforts to collect information on reservists, tightened recruitment measures for contract-based military service, and expanded the powers of the National Guard in the event of a potential mobilization. Human rights groups have also reported an increase in requests for assistance from men of military service age, particularly those in the reserves. At the same time, the Kremlin has denied reports of a new mobilization drive. Russian authorities maintain that there is no need for a mass call-up and that no such move is currently planned.
On August 27, Ukraine’s Presidential Office said Russian authorities were preparing for a large-scale recruitment drive that could bring 600,000 additional personnel into the military over 2026 and 2027. According to a briefing by Ukraine’s military intelligence agency, the plan would involve 300,000 recruits being mobilized this year, followed by another 300,000 in 2027. The Presidential Office said Russia’s leadership is considering a new mobilization wave amid what Kyiv describes as Russia’s loss of momentum on the battlefield, mounting troop casualties, and a marked decline in contract-based military recruitment across the country’s regions.
