The Kremlin is resorting to increasingly harsh methods to coerce Russians into fighting in Ukraine . According to The Wall Street Journal , Russia is forcing men of draft age into military service as voluntary conscription has stalled and Moscow's initiative on the front lines in Ukraine is weakening.

According to lawyers, human rights activists, and eyewitnesses, in small Russian towns, some military recruiters are detaining men on the street, near their workplaces, or under the guise of a routine document check. They say the men may be threatened or beaten at the recruiting station until they sign up for the war.

There is growing speculation among Russian analysts and politicians that this pressure campaign foreshadows another call. Russian authorities offer huge sums of money—often more than a year's salary—to those willing to enlist and fight. However, recruitment has become more difficult following reports of abuses within the Russian military and Ukraine's increasingly lethal capabilities, which have reduced the average soldier's life expectancy at the front to minutes, days, or weeks.

While recruitment in Russia is still officially voluntary, law enforcement officials sometimes collaborate with military recruiters to set traps for men and use violence or threaten arrest if they don't succumb to pressure, witnesses say.

Blogger Stanislav Morozov said that of the dozens of people he spoke with, most agreed to sign the contract when law enforcement officers threatened to plant drugs on them and arrest them on the spot.

Regional programs across Russia offer 100,000 rubles or approximately $1,300 for attracting someone to a recruitment center. Similar campaigns exist, for example, in Tatarstan, as well as in the Amur and Yaroslavl regions, and in cities such as Kaluga, Voronezh, and Arkhangelsk. American officials say these efforts have likely increased the number of personnel on the front, though not enough to achieve any major breakthroughs. They say the Kremlin is considering another round of forced mobilization, which could bring several thousand more troops to the front. This will likely occur after the Russian parliamentary elections scheduled for September 20.

If Putin decides to stick to his demands to seize all of Donbas, "he may have no choice but to declare mobilization," said Ruslan Pukhov, director of the Center for Analysis of Strategies and Technologies.

However, the political risks associated with such a move could outweigh the military benefits on the front lines. Some Russians say they would resist such a move with violence.

"As soon as they give me a weapon, I will shoot those who mobilized me," said Dmitry Rogin, a 53-year-old Russian reserve officer who is among those potentially subject to conscription.
