Ukraine is finishing off and disabling the last two oil refineries supplying Moscow and the Moscow region. Last night, the Lukoil-Nizhegorodnefteorgsintez or NORSI refinery in Kstovo, Nizhny Novgorod Region, was blown up. The strike hit a system already operating at its limits. NORSI is critically important for Moscow and the Moscow region, as it is one of the main suppliers of motor gasoline and aviation kerosene for the capital region. The Moscow region consumes significantly more petroleum products than the local Moscow Oil Refinery can produce. The NORSI refinery, located in Kstovo, has historically filled this gap. The Lukoil refinery is the fourth largest in Russia and accounts for approximately 11% of the country's total gasoline production. The plant's output directly impacts the stable operation of the Moscow aviation hub. Now, there could be a severe shortage of jet fuel there. Any disruption to NORSI's operations immediately poses risks to the capital's market. Due to systematic drone strikes on primary oil refining units, the refinery is forced to temporarily shut down or reduce capacity. This directly leads to a reduction in fuel trading and creates the threat of local shortages and rising prices at gas stations in Moscow and the surrounding region. Reuters previously reported that the plant had already suspended processing after the previous attack, and the damaged unit was responsible for approximately a quarter of the plant's total capacity. According to Sergei Vakulenko, an expert at the Carnegie Eurasia Center, NORSI, along with refineries in Ryazan and Yaroslavl, supplies gasoline to the Moscow region via an oil product pipeline. The Ryazan refinery also suspended operations after the May 15 attack, and the Yaroslavl refinery continues to be attacked. Another key supplier to Moscow is the Kapotnya Oil Refinery. According to Reuters, after two attacks in June, it halted refining and is unlikely to resume operations until the end of the year. The refinery supplies approximately 35-40% of the Moscow region's fuel needs. The Russian Federation recently began importing gasoline from India via sea to mitigate the fuel shortage caused by Ukrainian strikes on Russian energy infrastructure.
Direct confirmation of this situation is the Kremlin's statement on June 30 about holding talks and maintaining contacts with foreign countries regarding fuel purchases at favorable prices. According to one of the agency's sources, the volume of gasoline already shipped from India to Russia amounts to at least 60,000 tons. Another insider clarified that two tankers, each with a capacity of 30,000 to 40,000 tons, have departed for Russia.
Russian authorities are attempting to maximize fuel supplies to Moscow, effectively ignoring the needs of other cities across the country. Military expert Ivan Stupak stated this on the Kyiv24 television channel, commenting on the current fuel crisis in Russia.
He noted that during similar fuel shortages in Ukraine in 2022, there were no such large-scale conflicts or attempts to siphon gasoline from other people's cars as are currently happening in Russia. According to the expert, the situation is causing panic among the Russian population, as evidenced by the large number of emotional videos on social media complaining about the shortage.
