€8.5B defense pact: Germany moves to boost Ukraine’s air defenses as Russia intensifies strikes

Ukraine and Germany have signed 15 agreements worth more than €8.5 billion covering joint weapons production, air defense, drones and the protection of critical energy infrastructure. The agreements were announced after German Chancellor Friedrich Merz made an unannounced visit to Kyiv on October 4 and met with Ukrainian President Volodymyr Zelensky.
The package focuses heavily on air defense, including the production of interceptor missiles and advanced drones designed to counter Russian attacks. Other areas include artillery, radars, small missiles and ground-based robotic systems, as well as the FREYJA defense project. The two countries also agreed to expand German production capacity for ammunition used by Patriot air defense systems.
Zelensky said the agreements would strengthen the defense industries of both countries while generating orders and business opportunities for German companies. “Germany is helping us during this war, and now Ukraine is placing defense and other orders that will create opportunities for German companies,” he said. Merz arrived in Kyiv by special train accompanied by German Economy Minister Katharina Reiche and a 10-member delegation of business and defense-industry representatives. Speaking at the capital’s central railway station, he warned that Russia’s war posed a broader threat to European security. “If Russia is not stopped, its war machine will sooner or later turn against us,” Merz said. The chancellor also reiterated Berlin’s commitment to Ukraine as Russian strikes intensify ahead of the winter heating season, saying Kyiv could “continue to count on our help.” German government officials cited by Der Spiegel said Merz intends to facilitate the rapid delivery of 1,000 newly developed interceptor systems capable of targeting jet-powered Shahed drones. The move follows Merz’s recent assessment that air defense remains one of Ukraine’s main military vulnerabilities. He has also said Germany is working with European partners to secure additional military assistance ahead of the European Council summit in Brussels on October 15-16.
Merz has repeatedly linked continued support for Ukraine to European security. In a recent speech in Münster, he warned that a peace imposed by Russia could destabilize Europe, fuel new refugee movements and increase pressure on other European countries. His Kyiv visit also came amid growing political debate in Germany over support for Ukraine. The far-right Alternative for Germany AfD which opposes arms deliveries to Kyiv and supports restoring Russian gas imports, has made gains in several recent state elections.
