Ukraine’s security and defence forces have put more than half of Russia’s oil refining capacity out of operation through a series of long-range strikes, according to Ukraine’s Ministry of Defence. The ministry said more than 51% of Russia’s oil refining capacity has been affected, citing Defence Minister Yevhen Khmara. The assessment was based on an analysis of the damage caused by recent Ukrainian strikes, according to the ministry. Khmara said the strikes were part of a broader, coordinated campaign designed to weaken Russia’s military-industrial and economic capabilities. He said Ukrainian forces had recently targeted oil refineries and related facilities in Moscow, Yaroslavl, Perm, Ilsk, Saratov and Syzran, as well as the Kirishinefteorgsintez refinery and an oil refinery in Ust-Luga. According to Khmara, the impact of such strikes may not always be immediately visible, but the damage accumulates over time and can significantly affect Russia’s ability to sustain its war effort. “More than 51% of oil refining capacity has been hit,” Khmara said, describing the figure as a major setback to Russia’s economy and its ability to supply its military forces. He added that Ukraine’s long-range strikes were increasingly extending the battlefield deep into Russian territory. The Defence Ministry said expanding Ukraine’s long-range strike capabilities remains a key priority. In particular, it highlighted the production and procurement of long-range attack drones capable of reaching targets far inside Russia. The ministry said Ukraine had tripled production and procurement of such systems this year and planned to further expand its deep-strike capabilities.
