Germany's rapid response to a suspected Russian hybrid attack marks a new level of government resolve, with officials quickly blaming Moscow, taking national measures and seeking European Union sanctions, a lead analyst said. Stefan Meister of the German Council on Foreign Relations told The AP that Germany had become Russia's primary target in Europe because of its support for Ukraine and its political and economic weight.
