Russia’s No. 2 oil refinery halts production after major drone strike

Russia’s second-largest oil refinery has completely suspended crude oil processing following a Ukrainian drone attack on August 30, dealing a potentially significant blow to the country’s fuel supply network. The facility, Kirishinefteorgsintez, KINEF, in the Leningrad re-gion, accounts for roughly 7% of Russia’s total oil refining capacity and is a major supplier of gasoline and other petroleum products to St. Petersburg and Russia’s northwestern re-gions. The shutdown was reported by The Moscow Times, citing findings from Reuters and the Financial Times, which referenced sources familiar with the Russian oil industry. According to two industry sources cited by Reuters, the August 30 drone strike damaged two primary crude-processing units, together representing nearly half of the refinery’s overall capacity. One of the damaged facilities, the AVT-6 unit, can process around 22,860 metric tons of crude per day, accounting for approximately 40% of the refinery’s total capacity.
The second damaged unit, AT-1, has a processing capacity of about 4,860 tons per day, rep-resenting a further 8% of the plant’s capacity. The refinery has two additional primary pro-cessing units, AT-6 and AVT-2, which together account for the remaining 52% of its de-signed capacity. However, both units were reportedly already offline when the drone attack occurred, leaving the refinery with severely limited operational capacity. Kirishinefteorgsin-tez is owned by Russian oil giant Surgutneftegaz and has a designed annual crude-processing capacity of approximately 20 million tons. That makes it Russia’s second-largest refinery by capacity, behind the Omsk Oil Refinery, which can process around 22 million tons of crude annually. The Leningrad-region facility is particularly important for Russia’s northwest, producing approximately 2 million tons of gasoline and 7 million tons of diesel fuel each year. The halt therefore threatens to disrupt supplies in a strategically important region and adds to pressure on Russia’s refining sector, which has increasingly come under attack during Ukraine’s campaign against facilities supporting Moscow’s war economy.
