For most of Russia's war against Ukraine, Russian civilians remained relatively protected from Kyiv's attacks, but that's changing, Politico reports. Since July, Ukraine has expanded its long-range UAV campaign beyond traditional military targets, intensifying attacks on Russia's oil and gas industry and targeting the massive warehouses of Wildberries, Russia's Amazon equivalent.

"While these strikes are primarily aimed at inflicting economic damage, in Volodymyr Zelenskyy's words, 'to bring the war home – to Russia,' they also mark another important shift. Ukrainian authorities increasingly view Russian civilian casualties as the price they are willing to pay to push the war deeper into enemy territory," Politico emphasizes. The publication noted that in 2025, 253 civilians were killed as a result of attacks on Russian territory, according to the United Nations. However, this year, in July alone, Russian authorities reported 79 civilian deaths and 601 wounded, indicating a significant increase in the death toll.

At the same time, the Ukrainian president stated that Wildberries was a legitimate target, as the platform "was used by the aggressor to secure supplies of sanctioned components for the production of drones and navigation equipment." Russian soldiers replenish their equipment by purchasing goods from Wildberries.

In turn, Kremlin press secretary Dmitry Peskov rejected accusations from Ukraine that Wildberries is engaged in the supply of military equipment, but acknowledged to journalists that "the situation for the company is truly difficult."

Politico adds that there is no indication that Ukraine is deliberately targeting civilians, despite Russia continuing to attack residential buildings, hospitals, schools, and other civilian infrastructure with ballistic missiles and drones.

"It's crucial to emphasize from the outset that any civilian casualties resulting from Ukrainian attacks are collateral damage. No Ukrainian strike has intentionally targeted civilian areas. But we know that Russia systematically targets Ukraine's critical energy infrastructure and civilian areas with the deliberate intent of causing civilian casualties. This is an important fundamental distinction that must be made," emphasized Yaroslava Barbieri, a Ukraine expert at the British think tank Chatham House.

At the same time, former British diplomat Tim Willis-Wilsey believes that Kyiv should try to minimize civilian casualties during long-range UAV strikes.

"There are certain risks. As we know from the history of war, bombing civilians typically doesn't weaken, but rather strengthens, people's resistance. It's enough to recall the London Blitz, as well as what's happening now in Ukraine. Secondly, there's the risk of losing the significant support the West still provides to Ukraine. But it's impossible to wage war without casualties," he concluded.
