Russia is escalating missile strikes on major Ukrainian cities, increasing production of its most effective long-range weapons, and recruiting new soldiers from North Korea.
As Newsweek writes , these are signs that Russia is likely planning a new, more intense phase of the war or some form of escalation.
Emily Ferris, a fellow at the Royal United Services Institute think tank, added that while Russia was "undoubtedly" preparing for an escalation of the war, this did not guarantee the Kremlin would necessarily step up its offensive after the parliamentary elections. "Is Russia capable? Of course," she said in a comment to the publication, adding that everything depends on whether Russia believes it can achieve a specific goal, namely, seizing the entire Donbas. The publication noted that experts are proposing several scenarios for Russia's escalation of the war. These scenarios range from the extremely unlikely—for example, the use of tactical nuclear weapons on the battlefield—to options the Kremlin would like to avoid, such as conscripting hundreds of thousands of Russian citizens into the army to seize Donbas. Journalists noted that many experts believe the most likely option is for Russia to strike Ukraine's critical infrastructure using even more long-range missiles.
"It's entirely possible," Ferris said.
The publication noted that ballistic and hypersonic missiles are the most difficult for Ukraine to intercept, especially now that it lacks air defense systems. Furthermore, once Russia determines which of its missiles can bypass Ukraine's air defense system, the Kremlin will accelerate their production. According to estimates from Ukraine, South Korea, and the West, North Korea has provided Russia not only with troops, which could number up to 50,000, but also with artillery shells and ballistic missiles.
In return, analysts say, Pyongyang gains combat experience it can use against South Korea, as well as assistance with its growing nuclear weapons program and vital humanitarian aid delivery channels. Tens of thousands of additional troops will strengthen the Russian army, which is struggling to maintain its strength despite such high losses, the publication wrote.
A new wave of mobilization would be a sign of the pressure the war has placed on Russia. When Putin called up 300,000 reservists in the fall of 2022, protests erupted across Russia, and tens of thousands of people left the country to avoid military service, journalists recalled.
"Hundreds of thousands of additional troops would be essential for any new major offensive in the coming months," the publication concluded.
