Russian media are reporting a severe fuel shortage in the Russian army, including in the occupied territories of Kherson and Zaporizhzhia. Krym.Realii investigated whether Russian troops in annexed Crimea have fuel reserves and whether it can be delivered to the Crimean peninsula.

The fuel crisis caused by Ukrainian strikes on oil refineries has even reached the front lines, according to the Russian publication Verstka, citing information received from Russian military personnel. They are experiencing problems filling their personal vehicles and generators, often having to buy gasoline out of pocket at inflated prices due to the crisis. Some Russian military personnel are complaining about the introduction of fuel rationing even for military equipment.

Russian army service members are reporting a 20-liter fuel limit per vehicle. The fuel supply situation is particularly challenging in the occupied territories of Ukraine.

If previously about 20 liters of gasoline were delivered to the position, now it’s “sometimes 15, sometimes 10, who the hell brings it,” the publication quotes Mikhail from the Zaporizhzhia direction as saying. Almost all the military personnel who spoke to Verstka noted that the Russian Ministry of Defense—with or without restrictions—only supplies fuel for military equipment, while they often have to refuel their personal vehicles, generators, chainsaws, and other equipment themselves.

Z-channels and volunteers raising money to help Russian soldiers are already reporting on fuel shortages at the front.

"We won't speculate on the course the government or anyone else is taking – we can't understand why the SVO is ongoing, while the front is sometimes deprived of even basic gasoline. We're not looking for someone to blame; we're simply helping. Because, no matter what, we will win this war," wrote Z-volunteer Anastasia Komarova, then reported on the delivery of 270 liters of gasoline for motor vehicles to the Russian 119th Regiment from the Kherson sector. The fuel crisis has also affected the Z-volunteers themselves. The "Lights of Sevastopol" group noted that volunteers' vehicle deployments to the front are "almost nonexistent" due to the "difficult situation" and gasoline shortages. According to the movement's agents, fuel shortages have been reported in several Russian units and subunits. In Crimea, these include the 1096th Anti-Aircraft Missile Regiment of the 22nd Army Corps and mobile fire groups on the R-280 highway near Chongar, while in the Kherson region, these include air defense and UAV units of the Russian Federation's 49th Combined Arms Army.

Russian authorities previously attributed the fuel shortage to Ukrainian drone strikes on refineries. Following such attacks in 2026, large refineries temporarily reduced or completely halted refining, leading to a decline in domestic supplies.

"The Russian army is currently accumulating resources for the peak of the summer offensive campaign. Fuel is being stored in special tanks, from where it is distributed to specific units. Although the Ukrainian Armed Forces are also attacking these targets, the Russians currently have sufficient reserves of aviation kerosene, diesel fuel, and gasoline. Therefore, strikes on refineries and oil infrastructure are a project for the future. It is important to destroy not only oil refineries but also strategic oil depots, as happened in Rybinsk. From there, fuel is supplied, among other things, to the needs of the Russian Armed Forces," military expert and retired Ukrainian Colonel Roman Svitan explained.
