The war in Ukraine has forced NATO to rethink its defense approach. The main challenge for the West is restoring the ability to produce weapons in large quantities, according to former Supreme Allied Commander Europe Christopher Cavoli in an interview for the Boots on the Ground podcast .
Cavoli said he was struck by how quickly NATO countries' weapons stockpiles were being depleted due to aid to Ukraine, and how weak the West's defense industrial base was, unable to quickly replenish those stockpiles.
Russia's full-scale invasion of Ukraine demonstrated that the US and European production capabilities were designed for peacetime, not for a full-scale war, he notes. A shortage of artillery ammunition arose particularly quickly. Therefore, according to Cavoli, one of NATO's key strategic objectives in the coming years is to restore the ability to mass-produce weapons and rapidly innovate, similar to what is happening in Ukraine. Speaking about the nature of modern warfare, the expert emphasized that the main lesson of the Ukrainian front is the unprecedented scale of military operations.
"Russia lost over 4,000 main battle tanks in this war. Four thousand. By comparison, the UK has about 200, and is reducing its fleet to about 150. France has an active fleet of about 220. Canada has 74. Russia lost more tanks than the entire fleet of a major ally, multiplied several times over, and it has also made up for those losses," Cavoli noted.
According to the general, this scale is comparable to what happened during World War II. Cavoli emphasizes that the Allies won back then not so much thanks to the talent of their generals, but thanks to their "fantastic" industrial might.
As reported, at the beginning of the invasion, Ukraine was completely dependent on its allies for assistance, but now the allies are receiving increasingly useful Ukrainian experience in return , which is already influencing NATO military doctrine.
We also reported that the Ukrainian Navy, for the first time in history, received the right to command NATO forces after successfully completing the NEL-2 assessment during the Sea Breeze 2026 joint military exercise. The Ukrainian Navy's Mine Countermeasures Headquarters received the status of "Fully Mission Ready," confirming its ability to operate in accordance with NATO Joint Command standards.
During the Ukrainian-American exercise "Sea Breeze 2026," the mine countermeasures headquarters of the 1st Division of Mine Countermeasures Ships of the Ukrainian Navy successfully completed the NATO Evaluation Level 2 or NEL-2 assessment. Following extensive assessments, the unit received the rating of "Mission Capable."
As explained in the guidance document "NATO Operational Capabilities Concept Evaluation and Feedback Program," the NEL-2 assessment focuses not only on interoperability, as at Level 1, but also on the unit's full operational readiness. Successful completion of this level confirms that the unit is capable of performing combat missions in accordance with Allied Command Operations Forces Standards.
"For the first time in the history of the modern Ukrainian Navy, a unit has been officially integrated into the NATO Maritime Mine Countermeasures Command and Control System. This means that Ukraine now has the Alliance-confirmed capability to command and control subordinate multinational forces, interact at the level of the Standing NATO Mine Countermeasures Group, and carry out the full range of maritime mine countermeasures missions," the statement reads.
