The spectacular attacks deep into Russia , as well as the targeted assassinations of high-ranking military personnel, attributed to the Security Service of Ukraine or SBU, are reminiscent of the plot of a modern James Bond thriller, writes former military officer Hamish de Bretton-Gordon in an article in The Telegraph .
De Bretton-Gordon noted that over more than four years of relentless innovation and bold operations, Ukrainian intelligence agencies have become one of the most effective covert organizations in the world, which has helped decisively shift the balance of power in the war in Ukraine's favor.
He added that recent reports of an explosion in Monaco, which seriously injured a Ukrainian businessman whom Kyiv accuses of collaborating with Moscow, inevitably raised the question: "Is the SBU's reach too far into Western Europe, or is this just further proof that nowhere is beyond its reach?". The author of the article noted that Monaco was supposed to be a haven for Vadim Yermolaev. Like many wealthy Russians and Ukrainians, he traded the dangers of war for the luxury of the French Riviera, settling in one of Europe's most exclusive corners overlooking the Mediterranean.
"Having been sanctioned by Ukraine for alleged business activities in occupied Crimea, he seemed to believe that his wealth, geographic location, and international reputation would provide him with immunity from the conflict raging 2,000 kilometers away," the article says.
The former military officer shared that if Ukraine is indeed responsible for the attack, the strategic message is quite clear.
"Those who actively support Russia's military actions cannot believe that crossing an international border makes them inaccessible. Whether it's Moscow, occupied Crimea, or the Côte d'Azur, the conclusion is the same: nowhere can one feel completely safe," writes de Bretton-Gordon. In his opinion, the psychological effect of this campaign could be even greater than the material damage.
"Every Russian general, intelligence officer, weapons manufacturer, or collaborator must now wonder if they are being spied on," he emphasized in the article.
According to a former military man, doubt is one of the most powerful weapons in an intelligence war.
"Once fear takes hold of a person, it undermines confidence, disrupts the decision-making process, and forces the enemy to expend enormous resources just to protect itself," he explained.
It is indicated that the SBU has become a unique hybrid organization:
"She inherited the ruthless methods of the Soviet secret service, combined them with the precision and daring commonly associated with the Mossad, and combined all of this with the high-tech surveillance, cutting-edge technology, and intelligence sharing characteristic of Western intelligence agencies. It's a formidable combination." De Bretton-Gordon opined that Operation Spiderweb, which struck strategic bomber bases thousands of miles deep inside Russia last year, demonstrated a level of planning and creativity few thought possible. It joins a growing list of operations that have exposed glaring weaknesses in Russia's internal security system, forcing Vladimir Putin to defend territories he once considered sacrosanct.
"This naturally raises the question: could Britain do the same? The simple answer is yes, if the survival of the nation depended on it," the former military man believes. The author of the article emphasized that Ukraine did not choose this war; it is fighting for its very existence. Therefore, survival requires innovation, flexibility, and calculated risk.
"Ukrainians also have advantages that no Western intelligence agency could easily replicate. They speak the language, intuitively understand Russian society, and appreciate the nuances of its culture and bureaucracy. Therefore, they are able to recruit informants, penetrate networks, and operate within Russia with a freedom that would be almost impossible for outsiders to achieve," he believes.
In particular, de Bretton-Gordon pointed out that many Russians have family ties to Ukraine or secretly oppose the Putin regime, which creates recruitment opportunities that others simply do not have.
The former military officer added that Ukraine has also established itself as a leading global innovator in drone warfare.
