Western intelligence agencies have warned the heads of European defense companies that Russia has begun hunting them. The companies are beefing up the personal security of their top executives. The Financial Times reported this . Amid a stalemate on the battlefield in Ukraine and economic difficulties, the Kremlin has ordered an expansion of sabotage and hybrid operations in Europe. Moscow is thus attempting to seriously damage Kyiv's support in the coming months. Killing civilians in Europe is a method once considered taboo even by Russian intelligence services. Now, however, it is becoming increasingly prominent in their plans.

The Financial Times spoke with representatives of five European intelligence agencies. They said Kremlin operatives are targeting CEOs and other high-ranking officials of defense companies. Managers of small businesses, especially those that produce drones and components for them, are also at risk. "The threat level in Europe has increased. It's not just about property, but also about people," said a senior official at a European intelligence agency. The German intelligence service has significantly stepped up its work with employees and management of the country's defense industry. Specifically, it recommends that they use private security companies to provide personal protection, a spokesperson for the agency reported. On Monday, BfV head Sinan Selen warned German lawmakers that Russia is deliberately planning acts of violence against individuals using state structures or state-controlled organizations. Several defense industry executives who spoke to the Financial Times on condition of anonymity said they had increased their personal security over the past six months on the advice of government security services. Others said they resorted to such measures only when traveling outside their home country. Assassinations of opponents of the Kremlin regime abroad are typically handled by the Main Directorate of the General Staff of the Russian Armed Forces – military intelligence. According to sources, the GRU is adapting its operational methods. Its officers are working more closely with organized crime groups, utilizing cross-border intelligence networks, and distributing intelligence, logistics, planning, and the actual execution of operations among different groups. In some cases, the attacks were successfully identified and prevented. In others, suspicious activity was detected during surveillance of potential victims. Security officials emphasize that the Russian campaign does not even need to follow through with its assassination attempts to achieve its desired effect. "The primary goal remains psychological. The mere awareness that someone could become a target has the desired effect. They want people to think twice before doing business with Ukraine," the intelligence source noted. At the same time, one of the publication's sources emphasized that the actions of Russian agents in many cases remain unprofessional, and their plans are relatively easy to thwart. The heads of Europe's largest arms companies have been on high alert since early 2024, when American and German intelligence uncovered a Russian plot to assassinate Armin Papperger, CEO of the German defense company Rheinmetall. According to intelligence sources, Russian agents were planning a high-profile assassination attempt, and Papperger became a particular target because he openly advocated for arms supplies to Ukraine to defend against Russian aggression. Papperger himself previously stated that he was now under 24-hour protection by private bodyguards and police.
