Russian dictator Vladimir Putin's plan to increase war spending through massive tax hikes is set to confirm Western leaders' fears that Putin's ultimate goal is to provoke a wider conflict with NATO, according to a column by columnist Con Coughlin for The Telegraph .
He believes that Moscow's plan to increase military spending by 27 percent in 2027 to reach 17.1 trillion rubles or about $204 billion confirms the view that, despite numerous failures in Ukraine, Putin has not lost his desire to "provoke a larger European war."
At the same time, increased military spending will exacerbate the financial difficulties of the Russian population. He believes the costs of the war with Ukraine are becoming clear to them: household incomes have declined, and government spending on essential services such as healthcare and education has been sharply cut. Meanwhile, the prospects for a recovery in the Russian economy are extremely dim due to Western sanctions and Ukrainian attacks on energy infrastructure: "Therefore, Putin's decision to devote even more of the country's resources to fueling the Kremlin's war machine should be seen as a desperate gamble that could ultimately lead to the collapse of his despotic regime."
He added that plans to increase the military budget to levels not seen since the collapse of the Soviet Union in 1991 should serve as a reminder of "the potential dangers Putin faces if his gamble does not pay off."
He recalled that the sharp rise in Soviet defense spending, which began under Brezhnev in the 1960s and was exacerbated by Moscow's disastrous military intervention in Afghanistan from 1979 to 1989, was one of the key factors leading to the collapse of the Soviet bloc. He explained that this led to shortages of consumer goods and inefficiencies in the military-industrial complex. Now, the war with Ukraine is becoming as costly for the Kremlin as the Soviet adventure in Afghanistan.
The columnist believes that this is precisely the point CIA Director John Ratcliffe sought to convey to the Russian leadership during his recent visit to Russia. He cites the conclusion of a CIA report on the meeting, obtained by Western intelligence agencies: the Russian economy "will collapse, just as the Soviet Union did at the end of the Cold War."
In this context, Putin's actions to stretch the military budget seem paradoxical. However, the author suggests, Putin is thus trying to demonstrate that he has no intention of giving in yet and hopes that his "peace conditions" in Ukraine will be met.
