The US Department of State has approved a potential Foreign Military Sale to Ukraine valued at approximately $2.68 billion, covering air defence upgrades, missile systems, counter-drone equipment and a range of related technical and logistical services. The proposed package is intended to strengthen Ukraine’s ability to defend against current and future aerial threats. According to the State Department, the approval concerns a possible sale of air defence development upgrades and associated equipment and services to the Ukrainian government. The notification to Congress lists a broad range of systems and supporting equipment requested by Kyiv. The proposed package includes S-300 Clone missiles, GAM-67 missiles and Range-Extended Air Defence Laser Guided Rocket missile systems, as well as Improvised Transporter Erector Launcher 1.5 systems and modification kits for mobile launchers. Ukraine has also requested RPS 202 counter-unmanned aircraft system (C-UAS) radars designed to help detect and counter drone threats. In addition to the weapons and radar systems, the proposed sale would cover a wider range of supporting equipment and services. These include erectable mast trailers, spare parts, consumables, software, technical publications, engineering assistance, maintenance and repair support, transportation, and US government and contractor-provided logistics services. The State Department said the potential agreement would not involve major defence equipment and would be designed to further develop Ukraine's existing air defence capabilities. The department said the proposed sale would strengthen Ukraine's capacity to conduct self-defence and regional security missions by providing a more robust ability to respond to aerial threats. If the deal ultimately goes ahead, Ukraine would finance the purchase through a combination of European contributions and US Foreign Military Financing funds allocated under the previous US administration. The FMF funds would be treated as a US contribution to the Ukraine Reconstruction Investment Fund, under a one-to-one reimbursement arrangement The State Department said the proposed sale supports US foreign-policy and national-security objectives by strengthening the security of Ukraine. It also assessed that the equipment would improve Kyiv's ability to address both existing and future threats, while stating that the proposed transfer would not alter the basic military balance in the region. The approval comes on the same day that US President Donald Trump signed legislation strengthening sanctions against Russia. The legislation, co-authored by the late Senator Lindsey Graham, forms part of Washington's broader measures targeting Russia over its war against Ukraine.
