Eight people have been killed and another eight Chinese nationals remain missing following a fire at the under-construction Amur Gas Chemical Complex, AGCC, in Russia’s Amur region. The blaze, which broke out on August 25, has since been extinguished, the facility’s representatives said on August 26. The victims include Russian and Chinese citizens. The eight missing people are also Chinese nationals employed by a contractor at the site. A total of 152 people sought medical assistance, with 36 injured workers hospitalized with injuries of varying severity. Some were transported to medical facilities aboard an Il-76 aircraft operated by Russia’s Emergencies Ministry and equipped for medical evacuation. The other 116 received medical treatment but did not require hospitalization. Authorities are completing the controlled burning-off of process gases and have begun inspecting the scene. Air quality monitoring is also underway along the boundary of residential areas in the city of Svobodny. The cause of the fire remains under investigation. According to preliminary information, the blaze started at an auxiliary process section of the complex’s pyrolysis unit, while its main equipment was not damaged. Company employees had been shutting down equipment undergoing commissioning to ensure safety and minimize potential damage. The Amur Gas Chemical Complex is a joint project between Russia’s SIBUR, which owns 60%, and China’s Sinopec, which holds 40%. The facility is intended to become one of the world’s largest producers of polyethylene and polypropylene.
Construction was originally scheduled for completion in 2024 but was later pushed back to 2026, with the project requiring changes to its equipment and process configuration following the replacement of some licensors and equipment suppliers.
