A bitter conflict has erupted in Russia between groups linked to influential families close to Russian dictator Vladimir Putin, with control of the country's fishing industry at stake. "VChK-OGPU" and Rucriminal.info write about this with reference to their sources.
On one side, it is alleged, are the head of the Federal Agency for Fisheries, Ilya Shtakov, and Deputy Prime Minister Dmitry Patrushev. The former is the son of Vasily Shtakov, president of the International Sambo Federation and a friend of Putin. The latter is the son of former FSB director Nikolai Patrushev, who is also considered part of Putin's inner circle. They are opposed by Gleb Frank, the head and owner of the Russian Fishery Company, who, in turn, is the son-in-law of billionaire Gennady Timchenko, a longtime friend of Putin, and helps manage the oligarch's family business empire. Timchenko considers him his son and the only person capable of continuing the business. "Timchenko's business has been struggling lately. There's virtually no influx of budget funds in any direction, and without them, work grinds to a halt, loans aren't repaid, and interest isn't covered. The only profitable business is fishing, and that's precisely what Frank is in charge of," the article states. Frank had a long-standing partnership with Maxim Vorobyov, brother of Moscow Region Governor Andrei Vorobyov. Their joint project was the Russian Fishery Company. For a long time, quotas for catching crab and other aquatic bioresources were distributed according to the so-called historical principle. The Russian Fishing Company, the entities of Frank, Vorobyov, and Shoigu actively lobbied for a transition to an auction system. The reform took place. It allowed Frank and Vorobyov's companies to displace established players in the Far East, securing the largest lots at auction. Frank's companies began to seize the remaining quotas from other fish market participants using a scheme previously tried in the Far East: the Federal Antimonopoly Service recognizes foreign control over aquatic bioresource harvesting, the Prosecutor General's Office seizes the assets for the state, after which Rosrybolovstvo, the Federal Agency for Fisheries) holds new auctions or Rosimushchestvo or the Federal Agency for State Property Management immediately transfers the quota-holding companies to Frank's companies. Criminal cases are being prepared for those in the fishing industry that cannot be displaced through nationalization. However, the concentration of the fishing industry in a single set of hands doesn't suit Shtakov and Patrushev. The conflict has been brewing for a long time, but the "fathers" tried to quell it until the very end. Now, with the country's money running low, they're getting involved in it themselves. "Now, on the contrary, they are actively helping their children wage this war. Money in the country is running low, and it seems the days of the 'Ozersk brothers' are ending," the article states. According to sources, a very serious struggle is currently underway behind the scenes. Security forces are actively joining the standoff. One of the most telling episodes of this war was the story of the "crab king" Igor Mikhnov, who, according to a source, was detained by security forces at the instigation of Frank and Timchenko. However, a Moscow court refused to grant the security forces' request to remand Mikhnov into custody.
