The U.S.-Ukraine intelligence -sharing relationship has returned to its previous heights, according to longtime Ukraine observers – a welcome boost at a critical window of opportunity for Ukraine's war effort.

Senator Mark Warner, the ranking member of the Intelligence Committee and a longtime advocate for expanded U.S. aid to Ukraine, told Politico that he sees evidence of an improved intelligence-sharing agreement—and believes it has helped Kyiv gain an advantage in the four-year war waged by Moscow.

"I don't want to go into specifics, but it has improved," he emphasized, adding that Ukraine's use of long-range drones and missiles has allowed it to strike deep into Russian territory and strengthen its positions. In recent months, Kyiv has launched more aggressive strikes across Russia, allowing it to recapture territory and stabilize the frontline. This has given the country greater leverage as Ukraine seeks to leverage its battlefield victories into pressure on Russia to bring it to the negotiating table.

Ukraine's stronger position also comes as US-brokered peace talks with Moscow have stalled, according to media reports. US President Donald Trump's negotiating team, which includes Steve Witkoff and Jared Kushner, has been preoccupied with the war with Iran, relegating Ukraine to a lower priority.

But during this time, Ukrainian President Volodymyr Zelenskyy appears to have grown in the American leader's eyes as Kyiv has made progress in confronting Russia.

In early July, a flurry of Ukrainian strikes against Russian energy infrastructure forced Moscow, one of the world's largest fuel exporters, to suspend diesel exports. The increased frequency of such targeted attacks has put the Kremlin in a more difficult position, creating what Kyiv claims is a window of opportunity for Ukraine to exploit its current advantage to end the war.

Republican Senators John Cornyn, another member of the Intelligence Committee, and Roger Wicker, who chairs the Senate Armed Services Committee, agreed that intelligence sharing between the U.S. and Ukraine has increased at a time of strategic importance, journalists note.

"It certainly looks that way," Cornyn noted. "Everyone loves a winner, and it looks like Ukraine has turned the tide." Senator Tim Kaine, a Democratic member of the Armed Services Committee, told the media that he had also seen signs of increased engagement between Ukraine and the United States. "I was in Ukraine in April 2025 and again in July 2026. And I'm noticing more confidence in the communication," Kaine emphasized.

US cooperation played a key role in Ukraine's favorable turnaround, emphasized George Barros, director of innovation and open source at the hawkish Institute for the Study of War. Trump reportedly approved intelligence sharing for Ukraine's strikes on Russian energy infrastructure last year, which played a crucial role in creating the "right incentive structure" to push Moscow to the negotiating table, Barros noted.

These strikes, he said, were "amplified exponentially" and made significantly more effective when fed with intelligence from the Americans – part of a "larger, more coherent strategy of how to actually create real costs."

And American early warning systems, Barros added, alerted Ukrainians to impending Russian missile attacks from the first days of the war.

"The President wants this war resolved and the senseless killing to stop," a White House spokesman said. "The President and his team remain committed to continuing to play a constructive role in ending the war between Russia and Ukraine, and he remains optimistic that we will ultimately reach a peace agreement."
