Ukraine is targeting Russian oil refineries more frequently than ever before, leading to the country's worst fuel crisis yet, the Financial Times reports.

According to the Polish analytical group Rochan Consulting, which is monitoring the war, Ukrainians successfully attacked Russian oil refineries 16 times in a single month in May – an all-time record. Since the beginning of 2026, Russian refineries have been attacked at least 194 times. This is 11 times more than during the same period last year.

At the same time, both Ukraine and Russia have launched record numbers of drones and missiles this year. The publication notes that long-range warfare has escalated to its highest level since the start of Russia's full-scale invasion in February 2022. According to analysts, Ukrainian drones have become more common because Ukraine has been able to significantly increase their production and better organize the entire process.

As Ukrainian officials noted in conversations with FT journalists, assistance from American intelligence also played a role here – it helps Ukrainians plot optimal routes for drones so they can bypass Russian air defenses.

According to official data from the Russian Ministry of Defense, at least 63,933 Ukrainian drones were shot down over Russia and occupied Ukrainian territories in the first six months of 2026. Almost half of these downed drones occurred in the last two months alone: in May, Russia reported shooting down 14,195 drones, and in June, 17,832. By comparison, in January and February, the figures did not exceed 6,000 per month.

The article notes that these figures demonstrate that Russia's air defenses are operating at the limit of their capabilities, as never before. This is making it increasingly difficult for Moscow to protect critical facilities—both energy and military—necessary to continue the war.

According to Ruslan Pukhov, director of the Moscow-based defense think tank CAST, the Ukrainian strikes also destroyed the picture the Kremlin had carefully painted: that life in Russia, despite the war, was continuing as usual.

"At a fundamental level, we see that Putin made another fatal strategic mistake in this war, somehow believing that time was on his side. He failed to force Ukraine to capitulate, but he gave it enough time to establish mass production of deep-strike capabilities," he said. Media previously reported that on the night of July 6, the Defense Forces struck the Slavneft-YANOS oil refinery in Yaroslavl for the second time – one of Russia's largest oil refineries with a capacity of 15 million tons of oil per year.

The NOVATEK-Ust-Luga plant in the Leningrad region, the deployment point of the 26th missile brigade, and the TES-Terminal-1 oil product transshipment terminal in Kerch were also hit.
