The Atesh resistance movement stated that the occupation administrations of Kerch and Feodosia received orders to remove valuable documents and equipment. The organization reports this with reference to its local agents. According to Atesh, administrative employees were also ordered not to report to work on July 4. Several other occupation agencies in Crimea are said to have received similar orders. In addition, the partisans stated that some officials who had access to official transport and fuel took vacations or sick leave and left the peninsula, heading to the Krasnodar Territory. There are no official reasons for the occupiers' decisions, but they are being made against the backdrop of a growing crisis on the peninsula. The crisis is being fueled by systematic Ukrainian strikes against Russian military installations, logistics hubs and routes, and energy facilities. As a result, the peninsula is gradually turning into an island, and Crimea is experiencing shortages of fuel and certain food products.
Atesh noted that it had previously reported Russian occupation authorities placing operational headquarters on round-the-clock alert in anticipation of potential Ukrainian strikes. The movement said those warnings preceded one of the largest Ukrainian attacks on Russian military facilities in occupied Crimea in recent months.

The resistance group argued that the latest evacuation measures reflect growing concern among occupation officials over Ukraine's expanding ability to strike military and administrative targets across the peninsula. Atesh said its network continues to monitor Russian military and occupation authorities in Crimea, gathering intelligence that it says is passed to Ukraine's Defense Forces.

Russia annexed Crimea in 2014, a move widely condemned by the international community, after the Maidan protests ousted Ukraine’s then pro-Kremlin president, Viktor Yanukovych. The port city of Sevastopol was historically home to the headquarters for Russia’s Black Sea Fleet. In recent weeks, Ukraine has escalated its military efforts there, reflecting Kyiv’s broader push to increase pressure on the Kremlin. That campaign has upended daily life for people on the peninsula, resulting in frequent drone strikes, a ban on gas sales to ordinary residents, and the suspension of summer camps for children. One resident of Sevastopol told CNN the city air raid alerts had become more regular in recent weeks, with several daily.

She described drones flying in and around the city, and intercepts often now taking place above the city rather than above the Black Sea, as was the case previously. The city has become “more dangerous,” she said. The Sevastopol resident – who did not want to be named for safety reasons – told CNN there was no fuel at gas stations, but that public transport was still running. She bought gas when it was still available, at a much higher price than previously, she said.

Lengthy queues have been building up for the bridge that joins Crimea to southern Russia, with hundreds of vehicles lining up for hours awaiting manual inspection.
