The Russian authorities are concealing the true scale of the fuel crisis, even the State Duma has stated. According to Nina Ostanina , head of the State Duma committee , nearly a third of Russia's oil refining capacity is out of commission, yet the government is not imposing emergency measures. Ostanina warned that the country could face a threat to the harvest due to fuel shortages. "Why won't the responsible deputy prime minister honestly state that almost a third of the refineries are out of service, and why aren't he, nor other relevant deputy prime ministers and ministers, planning to introduce emergency measures in this regard? The country could be left without bread, which, given the international sanctions, is tantamount to death ," Ostanina said. The deputy noted that ignoring the problem is especially dangerous ahead of the harvest season. Farmers are already complaining about diesel shortages and sharp price increases, while food producers are warning retailers about delivery delays. She added that taxi drivers are starting to save fuel even with air conditioning, otherwise, with current prices, they will break even or break even. According to INFOLine, in some regions of Russia, signs of shortages of socially important goods have already appeared, including perishable products such as meat, milk, and eggs. The alarm is no longer coming from independent economists, but from the State Duma itself. The fuel crisis is hitting not only drivers and freight transport, but also the food supply chain. If the harvest is disrupted or continues with expensive diesel fuel, Russia will face a new round of rising food prices. The head of Russia's largest state-owned bank, Sberbank, Herman Gref, publicly called for an immediate end to the fighting in Ukraine, stating that the protracted war is putting increasing pressure on the Russian economy.

In an interview with Russian state television, quoted by The Moscow Times, the banker noted that the consequences of the war are already being felt by ordinary Russians.

"I don't believe there is anyone in this country whose main concern is anything other than ending military action as quickly as possible," Gref said. According to the banker, the full-scale war, which has been ongoing since February 2022, has led to a sharp rise in interest rates, fuel shortages, and a deteriorating economic situation. Gref emphasized that the Russian economy cannot function for long under extremely high interest rates.

"The economy simply cannot survive for a long period under the weight of extremely high real interest rates," he said.

He also criticized the authorities' monetary policy, calling it "absolutely irrational," and called for a reduction in the key rate.

According to him, the economy is already "overcooled," and maintaining high rates will only worsen the crisis. Gref reported that investment in the Russian economy has already fallen by more than 14% and could decline by approximately another 3% this year. Other negative consequences he cited included falling wages, job losses, and problems in the fuel market, which, in particular, were exacerbated by Ukrainian drone strikes on Russian energy infrastructure.
