Der Spiegel reports that during the Ukrainian drone attack on St. Petersburg and the massive smoke-filled fire, Putin and his guests at the economic forum acted as if nothing was happening. This is according to Russian insider Mikhail Zygar. "The city was burning, and Putin pretended as if nothing was happening," he notes.
St. Petersburg was shrouded in smoke. One of the largest oil transshipment hubs on the Baltic Sea was burning; the airport was operating with restrictions, and Ukrainian drones attacked the city for over five and a half hours. But behind the scenes, even voices close to the Kremlin are saying Putin has lost his grasp on the situation. The festive atmosphere at this year's forum clearly demonstrated how far removed from reality the Russian leadership is and how unwilling it is to discuss it. Kremlin-connected political scientist Yevgeny Minchenko called the forum "the biggest discrepancy between triumphalist public statements and unrest behind the scenes." Putin appeared at the forum two days later, but did not address the attack on St. Petersburg. Instead, he criticized Europe and repeated the idea that the Russian economy was growing and the population was becoming wealthier. Putin's statements are strikingly reminiscent of the propaganda jokes presented at the RT booth. For example, the menu there included "European-style water" and cocktails such as "Vanilla Emmanuel," "Aperol Merz," and "Epstein's Long Island." During the forum, Putin and his ministers responsible for the economy and finance insistently repeated that everything is fine: the economy is growing, and the population is getting richer. Observers write that the SPIEF became a symbol of the gap between the Kremlin's image and the reality of the war: the city was burning, the elite was drinking at parties, and Putin was demonstrating his unwillingness to acknowledge the scale of what was happening.
Denis Kapustin, commander of Russian Volunteer Corps listed what Putin promised Russian oligarchs in exchange for their loyalty: "Of course, the Russian elite was promised security in exchange for their loyalty. They were promised: 'It won't reach Moscow, it won't reach Rublyovka, you go on with your lives, glory to Russia, everything will be fine, you're safe, the Russian hinterland will fight, you and your children won't be touched, you won't be drafted, and you'll continue to live your best life under enlightened Putinism, and everything will be fine.' And then suddenly it turns out 'not everything, won't happen, and it's not fine.'" Russian volunteer White Rex explained why Russia's elites might turn their backs on Putin: "Of course, the elites wonder, what do we get in exchange for our loyalty? Internet access is limited, and there are no services. In Moscow, they've bought up all the road atlases and maps because it's become impossible to use GPS systems, even in the city center. Sanctions, and now security—it's not exactly a viable strategy." "We're not yet talking about some kind of 'mental ferment,' but at the very least, the discomfort is becoming palpable. As soon as this discomfort develops into outright pain, then, I think, we'll be able to talk about some kind of tectonic shifts within the Russian elite. For now, I'm told that at the St. Petersburg forum, everyone is trying very hard to pretend everything is fine, but it's getting worse, and it's becoming clear to everyone that, let alone 'Kyiv in three days,' the whole thing looks ugly," Kapustin predicted.
