Ukraine is implementing its most ambitious defensive construction program since the start of the full-scale war. Hundreds of kilometers of anti-tank ditches, "dragon's teeth," barbed wire, and underground shelters are intended to deter a new summer offensive by Russian troops. However, the pace of the occupiers' advance and the constant evolution of their tactics call into question whether Kyiv will be able to complete the fortifications before further breakthroughs.

According to The Wall Street Journal, Ukraine is building a multi-layered defense system in the most vulnerable areas. Engineering units are creating a second line of fortifications, while the first is being established by units on the front lines. A third defensive belt is being formed by regional administrations around major cities and strategic sites.

Colonel of the Engineering Troops Oleg Rezunenko, responsible for nearly 320 kilometers of defensive fortifications, emphasizes that the main task today is to dig faster and deeper. "An army that digs deep is an army that survives," he noted.

The new fortifications are significantly different from those built at the beginning of the Great War. While previously the emphasis was on long trenches to protect against artillery, now the main threat is FPV drones.

Therefore, trenches are dug deeper into the ground, small shelters are created for military groups, command posts for UAV operators are set up, and special nets and metal structures are used to protect against air attacks.

At the same time, the Ukrainian Armed Forces are not abandoning traditional defensive elements. Anti-tank ditches, concrete pyramids, and barbed wire remain important due to the Russians' use of mixed combat tactics.

Despite the project's scale, its implementation has been fraught with difficulties. Construction work is constantly under attack from Russian drones, resulting in the loss of engineering units and the injury of dozens of soldiers.

Furthermore, the construction of fortifications has previously been fraught with controversy. Following the Russian breakthrough in the Kharkiv sector in 2024, Ukrainian troops were criticized for inadequate defense preparation, and a former deputy mayor of Kharkiv was arrested for possible embezzlement of funds allocated for fortifications.

Another challenge is the rapidly changing nature of warfare. Analysts note that some of the current fortifications may become obsolete even before Russian troops reach them.

Despite this, Ukraine continues construction. According to official figures, over 46 billion hryvnias were allocated for fortification work in 2024 alone. This year, according to officials, spending will be even higher, although the exact amounts are not being disclosed.

Kyiv's greatest hope is that a multi-layered defense system will help prevent further breakthroughs and buy time to exhaust Russia's offensive potential. However, the military itself admits that fortifications are being built literally during combat.
