隨着臺灣空軍已獲益於新型和升級後的F16戰機等昂貴武器，海軍發展成爲下一個戰略部署焦點，包括正在生產中的潛艇以及已經服役的高機動性艦船等。在臺灣國防部2400億元海空戰力強化特別預算中，就包括耗資592.7億元新造十艘“沱江”級巡邏艦的項目。用於搭配分別在2015年和2021年成軍服役的“沱江”與“塔江”兩艦。12艘“沱江”級，將以一對一比率，汰換現役“錦江”級巡邏艦，成爲臺灣海軍數量最多的軍艦。

With Taiwan's air force already benefiting from expensive weapons such as the new and upgraded F16s, naval development is the next focus of strategic deployments, including submarines in production and highly maneuverable ships already in service.The ministry of National Defense's 240 billion yuan special budget for strengthening maritime and air combat forces includes a 59.27 billion yuan project to build ten Tuojiang class patrol vessels.It is designed to complement the Tuojiang and Tajiang, which will enter service in 2015 and 2021 respectively.The 12 Tuojiang class patrol vessels will be replaced by the Jin Jiang class patrol vessels on a one-to-one basis, becoming the largest number of warships in the Taiwan Navy.
