雨花一詞有變化的意思，所以雨花閣的名字，有以這個建築局來訴說佛理的含義。在這個建築之中，以藏傳佛教密宗的智行、德行、瑜珈、無上瑜珈四個階段，來隱意的告訴人們，要達到人生真正快樂的方法。
The word Yuhua means change, so the name of Yuhua Pavilion has the meaning of telling Buddhist principles based on this architectural bureau. In this building, the four stages of wisdom, virtue, yoga, and supreme yoga of Tibetan Buddhism are used to implicitly tell people the way to achieve true happiness in life.

智行層：「此層供奉行智行品佛 應念智行品內無量壽佛 四臂觀世音菩薩 尊勝佛母 白救渡佛母 積光佛母 大悲觀世音菩薩 綠救渡佛母 隨求佛母 白傘蓋佛母等經」

德行層：「此層供奉行德品佛 應念行德品內宏光顯耀善提佛、佛眼佛母、無我佛母、白衣佛母、藍救渡佛母、顯行手持金剛、伏魔手持金剛、藍摧碎金剛、白馬頭金剛、無量壽佛等經」

瑜珈層：「此層供奉瑜伽品佛 應念瑜伽品內金剛界昆盧佛、成就佛、最上功德佛、普慧昆盧佛、度生佛等經」

〝雨花〞一詞最早出現於唐 李紳 《真娘墓》詩中：「…愛心難逐雨花輕」，這裡的〝雨花〞引申成一種一年四季不斷變化形態的精靈。對佛家而言〝雨花〞是佛祖正在說法的場景，而且這個說法是個進行式，不受時空和語言的限制。所以雨花閣就是以建築物的本身，在闡述佛祖的道理，這是一個要用心去體會境界。

乾隆十四年開始，他以〝密宗〞四個境界，〝事部〞、〝行部〞、〝瑜珈部〞、〝無上瑜珈部〞的理念，來設計雨花閣中的佈局。在雨花閣之中最重要的是三座壇城！是現存世界上最名貴的立體壇城！分別是「密集壇城」、「大威德壇城」，「勝樂壇城」，都是安放在漢白玉石所雕刻的須彌座上。壇城外面用紫檀木所製的重簷式亭子罩起來，根據記載：光是這些木材就用了46.600公斤，加上三座壇城的製作報價22.500多兩白銀，就已經超過「雨花閣」本身的工程費用了。

在雨花閣中的第一層結構中，除了名貴的立體壇城外，還有供奉〝密宗〞〝事部〞的九神的地方。雨花閣中的第二層是供奉〝行部〞的九神的地方。雨花閣中的第三層是供奉〝瑜珈部〞的五神的地方。雨花閣最頂層是供奉〝無上瑜珈部〞的三神的地方。

The word "Yuhua" first appeared in the poem "True Mother's Tomb" by Li Shen of the Tang Dynasty: "...Love is hard to outshine the lightness of rain flowers." The word "Yuhua" here is extended to an elf that changes shape throughout the year. For Buddhists, "Yuhua" is the scene where the Buddha is preaching, and this sermon is a progressive form and is not limited by time, space and language. Therefore, Yuhua Pavilion uses the building itself to explain the Buddha's principles. This is a state that needs to be experienced with heart.

Beginning in the 14th year of Qianlong's reign, he designed the layout of Yuhua Pavilion based on the concepts of the four realms of "Tantrism", "Business Department", "Xing Department", "Yoga Department" and "Supreme Yoga Department". The most important ones in Yuhua Pavilion are the three mandalas! It is the most precious three-dimensional mandala in the world! They are the "Intensive Mandala", the "Great Mighty Virtue Mandala" and the "Shengle Mandala", which are all placed on the Xumizuo carved from white marble. The outside of the mandala is covered with a double-eaves pavilion made of red sandalwood. According to records: 46.600 kilograms of wood were used alone. Adding in the production quotation of three mandala, which cost more than 22.500 taels of silver, it has exceeded the price of "Yuhua Pavilion". ”The cost of the project itself is covered.

In the first floor structure of Yuhua Pavilion, in addition to the precious three-dimensional mandala, there is also a place dedicated to the nine gods of "Tantra" and "Minbu". The second floor of Yuhua Pavilion is a place dedicated to the nine gods of "Xingbu". The third floor of Yuhua Pavilion is a place dedicated to the five gods of the "Yoga Department". The top floor of Yuhua Pavilion is a place dedicated to the three gods of the "Supreme Yoga Department".
