Iran has reached an advanced stage of preparing attacks against American military personnel and diplomats in the Middle East, according to a confidential memo prepared by the Office of the Director of National Intelligence. This prompted the State Department to announce a partial evacuation of its personnel in some countries in the region. The US intelligence community is also concerned that Tehran, in its opinion, will attempt to assassinate high-ranking officials in the United States.
The Office of the Director of National Intelligence sent its findings on Iran's readiness to attack American citizens in the Middle East and beyond to Secretary of State Marco Rubio. According to The Wall Street Journal, which reviewed the document, American intelligence is convinced that Tehran has made significant progress in developing a plan for massive attacks. The threat posed by its forces is assessed as the highest since the start of the US-Israeli military campaign on February 28, 2026. "Iran has significantly increased its efforts to target American personnel. The plot to carry out lethal strikes against US citizens has reached an advanced stage," the publication quotes the memo.
Iran's attacks may not be limited to American personnel operating in the Middle East. Sources told The New York Times that the target list will likely include American politicians. American intelligence has allegedly received information indicating that the Islamic Republic may be using sleeper cells of operatives within the United States to plot assassinations. Moreover, according to this information, the Iranian side has been able to recruit local citizens to carry out attacks on American soil. Tehran believes such attacks are intended as full-fledged retaliation for the deaths of its generals during the 12-Day War and the current military campaign.
As previously reported by American and regional media, if the war escalates again, Iran will likely expand its target list in the Middle East: it could disable critical civilian communications hubs, including data centers and undersea internet cables. Islamic Revolutionary Guard Corps spokesman Hossein Mohebi recently emphasized that his country could launch separate ground attacks against neighboring countries. "If any country attacks us, we will not only retaliate, but also launch an invasion. Our doctrine will be asymmetrical. We will attack the enemy in such a way that they feel the full force of our response," he noted.
Furthermore, the threat of potential attacks traditionally covers gas pipelines and major international airports in Middle Eastern countries that host US bases. Tehran emphasizes that the willingness to host US forces makes regional countries full participants in the conflict, regardless of their public stance or even any mediation efforts. "To achieve lasting peace and stability, the region must move toward a direction in which the presence of foreign forces is reduced to zero," Iranian Foreign Minister Abbas Araghchi reiterated the long-standing position of the Islamic Republic's top leadership on October 25.
The situation forced the State Department to urgently reduce its diplomatic presence and partially evacuate personnel from embassies and consulates in several Middle Eastern countries. The department streamlined its mission in Saudi Arabia, requiring diplomats and all government employees not involved in mission-critical operations to leave the kingdom, along with their families. According to CNN, the Pentagon and State Department have also begun confidentially and quickly reducing their presence in Jordan, the UAE, Qatar, and Lebanon. However, diplomatic missions in these four countries continue to operate in "limited operations" mode.
Rubio ordered an urgent expansion of the circle of personnel cleared to access intelligence on Iran's plans, so that those at risk can strengthen their own security. Some publications note that the measures taken by Washington are reminiscent of the protocols put in place in the lead-up to the US-Israeli strikes on Iran in February. Meanwhile, the Trump administration, for its part, has communicated to Tehran that it is prepared to take tough action in the region, including a new wave of targeted strikes against Iranian politicians and military leaders who are hindering a diplomatic resolution to the Middle East conflict.
