Recently, the Ukrainian Defense Forces struck the Intercontinental Ballistic Missile Elimination Center, located near the village of Syrovatikha in Russia's Nizhny Novgorod Region. The General Staff of the Ukrainian Armed Forces reported that the Intercontinental Ballistic Missile Elimination Center was involved in the production of explosives and rocket fuel components. Therefore, Defense Express investigated the peculiarities of this facility.

Analysts recalled that the Intercontinental Ballistic Missile Demolition Center was established in 1991 at Military Unit 32193, which had previously been known as the Missile Neutralization and Dismantling Station. Specialists from the Yuzhnoye Design Bureau were involved in its establishment.

"As the facility's name suggests, the Intercontinental Ballistic Missile Elimination Center, in its initial stages in the 1990s, dealt with the disposal of 'surplus' intercontinental ballistic missiles inherited by Russia from the USSR under the START I and START II strategic arms reduction agreements," the report added.

A total of 448 R-36 and UR-100N UTTKh land-based ICBMs were destroyed at the facility. By comparison, as of 2024, Russia possessed 521 land- and sea-based intercontinental ballistic missiles, a number that required more than two decades of work by the Russian military-industrial complex to accumulate.

At the same time, this arsenal included 34 R-36M missiles, better known as "Satan", which can also be designated as RS-20 "Voevoda".

"However, over time, the ICBM Destruction Center also assumed two other important functions: maintaining the technical condition of the existing arsenal of Satan missiles under the Zaryadye program and converting ICBMs of this type into conversion missiles under the Dnepr program. This clearly indicated that, despite its formal name, the "ICBM Destruction Center," this facility plays a key role in Russia's strategic missile arsenal," Defense Express notes. Experts emphasized that the Dnepr conversion program in Russia was officially closed in 2015, but the ICBM Elimination Center was subsequently involved in the supply chain of liquid fuel components for other types of formally "civilian" launch vehicles, which were launched from the Vostochny and Kourou cosmodromes.

"For the Russian Federation, launch vehicles are currently of particular importance in the context of launching satellites into orbit as a hypothetical 'alternative to Starlink,' particularly as part of the Bureau-1440 and Yamal projects, as well as Start-1M. Rocket fuel is certainly essential for the implementation of these projects. This further underscores the importance of the ICBM Destruction Center. Regardless of the extent of the destruction inflicted on this facility, the very fact of its destruction is significant. It also illustrates the breadth of the Ukrainian Defense Forces' efforts to reduce Russia's missile potential across all dimensions," the publication concluded.
