A video has surfaced on social media showing Russian air defense systems striking a residential high-rise building near Moscow during a nighttime attack by Ukrainian drones in an attempt to repel a Ukrainian airstrike on the Moscow Oil Refinery. A witness filmed the missile impact on a mobile phone. The video shows the night sky over the Moscow region. A large oil refinery fire is already burning on the horizon, and Russian air defense systems are trying to repel a massive drone attack with machine guns. At that moment, a Pantsir-S1 surface-to-air missile departs the launch area, ascends several dozen meters, and then abruptly changes course, heading not into the sky but toward a residential area.
A few seconds later, the missile makes a direct hit on a high-rise building. Footage shows a powerful flash of fire, and after the impact, a massive fire starts in the building, quickly spreading and becoming visible from afar.
The Moscow oil refinery in Kapotnya is located in a dense urban area and surrounded by high-rise buildings. When Russian authorities cover up such air defense sites right next to residential areas, any missile malfunction becomes a threat to ordinary people. For Moscow, this is a painful episode, observers note. The Kremlin long assured Russians that the capital was reliably protected. Now, Russian air defense missiles are veering off course and hitting high-rise buildings.
Recall, Moscow had suffered a major attack, with oil refineries and a thermal power plant damaged. This marks the first time the Russian capital has been hit by Ukrainian ballistic missiles: Zelensky mentioned the Pelican missile.
The President confirmed the damage to one of Russia's largest oil refineries in Kapotnya and a "logistics facility"—a warehouse complex in Sofrino. "Our long-range responses had a significant impact in the Moscow region last night. One of Russia's key oil industry enterprises and an aggressor logistics facility was damaged. This costs billions of dollars to support the military machine," Zelensky said. He also reported the successful destruction of a certain enterprise in the Voronezh region. The President thanked the Ukrainian units that participated in the operation for their precision. These included the Ukrainian Armed Forces' Unmanned Systems Forces, the Security Service of Ukraine, the Special Operations Forces, military intelligence, and the Foreign Intelligence Service. "Moscow should not build layered air defense rings at the expense of other regions, but end its brutal war and choose peace. Steps toward de-escalation are on the table: in energy and food security. Political will is needed," Zelenskyy stated. He listed the weapons used in the attack: FP-1, RZ-100, MICH-2000, Lyutye, Sichen, and Barsy long-range attack UAVs, the Palyanitsya missile drone, the Vendetta, and the Pelican. The mention of Pelican sparked particular public interest. This is the name under which Ukraine's first ballistic missile, the FP-7 Pelican, is being developed. There is no definitive confirmation yet that these are the missiles in question.
