Russia is using electronic warfare and GPS spoofing to direct Ukrainian attack drones into NATO airspace and sow panic there, according to the British newspaper The Times, citing statements by Estonian Foreign Minister Margus Tsahkni and former high-ranking Latvian Defense Ministry official Martins Vargulis.

According to available data, following Ukraine's intensified strikes on areas of St. Petersburg since March, at least a dozen drones may have been diverted as a result of electronic warfare. The drones ended up in the airspace of Latvia, Estonia, Lithuania, and Finland.

However, The Times notes that no casualties have yet been reported as a result of such incidents. Only a few cases of minor damage to energy infrastructure are known, including a power plant in Estonia and an oil storage facility in Latvia. At the same time, NATO countries are concerned that such incidents may not be random. The publication mentions Russia's possible use of GPS spoofing systems to deliberately alter the drones' routes. Furthermore, Poland and Lithuania have warned that Moscow may be stockpiling captured Ukrainian drones for a potential false-flag provocation against an Alliance member state.

Tsakhkna views the drone incidents as part of a broader Russian campaign against European countries. He describes this as a complex of "hostile activities" that includes sabotage, cyberattacks, and the use of migration as a tool of pressure.

"Some of this activity may be aimed at identifying our vulnerabilities or preparing the ground for further action... But we shouldn't automatically interpret every hybrid operation as preparation for a military attack on NATO. We need vigilance, not panic. NATO deterrence works, and Russia knows it," the Estonian minister stated.

Tsakhkna emphasized that Alliance countries must be prepared for various forms of Russian manipulation throughout NATO territory. At the same time, he urged against perceiving every such incident as direct preparation for war.

According to Martins Vargulis, Russia may have discovered that deploying individual drones to NATO's eastern flank allows it to create significant chaos at relatively little cost. In May, one such incident in Latvia led to the resignation of the country's defense minister and ultimately contributed to the collapse of the coalition government.

Vargulis explains that this way, Moscow can simultaneously test the Alliance's response and create political tension. "This allows NATO air defense systems, response times, command and control procedures, and political decision-making to be tested at very low cost," the former official explained.

According to Vargulis, establishing responsibility for such incidents requires careful analysis and can take several days. It is precisely this uncertainty, he believes, that allows Russia to sow chaos and simultaneously create tensions between Ukraine and its allies.

"Every Ukrainian drone that crashes in Latvia, Estonia, or another NATO country raises uncomfortable questions about Ukrainian operations, national air defense, and whether governments are capable of defending their own territory," he said.
