Ukrainian President Volodymyr Zelenskyy revealed details of discussions on the possibility of using Starlink satellite communications systems to launch strikes deep into Russia . The president made this announcement during a meeting with journalists.
According to Zelenskyy, in the first half of this year, the Ministry of Defense suggested he seek an agreement with US President Donald Trump regarding such use of Starlink. At the same time, the Ministry of Defense announced that an agreement on this matter had already been reached with SpaceX CEO Elon Musk. However, when Zelenskyy held talks with Trump, it emerged that Musk had not granted the necessary permission for Ukraine.
"I had a second meeting with the US President. He said I had deceived him because Musk had denied Ukraine permission to use Starlink in Russia. I returned to our Ministry of Defense, and they said that was probably true... As far as we know, Elon Musk believed this could lead to a serious escalation against Russia on Ukraine's part—that's what they told me. He said he was in favor of ending the war, not continuing it. We, too, are in favor of ending the war, not continuing it, but we need the appropriate tools to do so," Zelensky said.
The President noted that Ukraine is currently continuing dialogue with Trump on this issue, but it is difficult to predict whether Kyiv will receive the appropriate permission from Washington.
"I did what I was asked to do. I did it during two meetings. President Macron and President Trump also did the same for me in Versailles. They had a big meeting. Emmanuel did everything he could to explain our plan and how it could bring the war to an end, and President Trump said, 'Okay, I'll support the Starlink idea.' We really appreciate that. And Alex Stubb also helped. We all worked to get President Trump to approve it, and I'm grateful that he truly considered this opportunity and saw it as a positive opportunity to bring the war to an end," Zelenskyy added.
The President noted that while Elon Musk currently believes that authorizing the use of Starlink could lead to an escalation, the American billionaire may change his mind. According to the President, he is already receiving "more encouraging feedback" on this issue.
"Elon Musk has already made important decisions regarding Starlink that have helped save lives. Various of our representatives have already contacted him. The President of the United States, along with his team, has also worked with him. And we've begun to receive different, more encouraging feedback. We're looking forward to the relevant meetings. If no one overreacts to the information, I think we could see results," Zelenskyy noted.
The president also commented on Russia's development of its own Starlink analogue in collaboration with China. He noted that Ukraine is already seeking ways to counter this.
"We won't simply wait for the Chinese and Russians to launch their Starlink equivalent, which they're building and want to use in war. Once they do, we'll launch something of our own. I view this as another challenge. There have been many such challenges throughout this war, and we've found ways out of difficult situations in various ways," Zelenskyy noted.
The Financial Times previously reported that Ukraine wants permission from Elon Musk to use drones equipped with Starlink to strike ballistic missile launchers up to 200 km into Russia . The publication notes that Musk allows Ukraine to use Starlink to defend its territory, but has not authorized it to carry out strikes on Russian territory.
