The Russian State Duma approved a law expanding the right of individuals with criminal records to enter into military contracts with the Ministry of Defense. The law was passed in all three readings in a single session.
According to the new provisions, individuals with outstanding criminal records, as well as defendants currently under investigation, will be able to enlist in the military on the basis of articles concerning, among other things, participation in a gang, Article 209 of the Russian Criminal Code, participation in a criminal organization, Article 210, drug trafficking, Article 229.1, and the loss of documents containing state secrets, Article 284, writes Digi24 .
Meanwhile, Russia is recruiting more and more men from the world's poorest countries to fight in the war against Ukraine. Deputy Defense Minister Viktor Goremykin announced at a State Duma session that convicts who sign contracts will serve in special units under strict supervision. The law passed parliamentary stages in record time: the government submitted it to the State Duma less than a week ago. Meanwhile, the number of Russians volunteering for military contracts has steadily declined in recent months, despite the large sums of money being offered. Against this backdrop, rumors of a new wave of mobilization have intensified.
The media outlet reports that this idea is "being discussed at all levels," although a final decision has not yet been made. If such a decision is made, it is assumed that mobilization could begin after the elections to the State Duma, the lower house of the Russian parliament. Charles Mutoka, a 72-year-old Kenyan, mourns his son, Oscar Hagolu Mutoka, a former soldier who left for Russia in the summer of 2025 in search of work.
His father said he tried in vain to persuade him to abandon the plan. Oscar didn't tell him or the rest of his relatives where he was going, but a week after his departure, he sent a photograph of himself in military uniform—and then showed no sign of life.
His family learned of his death a little later, but despite appeals to Kenyan authorities, they were unable to return the body.
In May 2026, the family held a symbolic memorial service and set up a makeshift burial site for Oscar—at least to have a place to pray. "The hardest part is that I don't know if he was buried at all and where exactly, or if his body was simply dumped in some forest in Russia," Charles Mutoka said.
Oskar Mutoka is one of approximately 27,000 or more foreign nationals recruited by Russia for the war against Ukraine, according to the Main Intelligence Directorate of Ukraine. A joint study by the International Federation for Human Rights, the human rights organization Truth Hounds, and the Kazakhstan International Bureau for Human Rights and Rule of Law provides evidence that Russia has created a global network for recruiting foreign nationals.
"This recruitment targets people in vulnerable economic, social, and legal situations. The methods used range from enticing offers to deception and even coercion," said Ilya Nusov, one of the study's authors. For many people living in the world's poorest regions, the salaries offered by the Russian military represent a huge incentive, as they mean a chance to escape poverty and support their families. The involvement of foreign citizens in the war is attracting increasing attention: their families are protesting from Nepal to Peru. Some politicians, including Indian Prime Minister Narendra Modi, have even raised the issue during meetings with Kremlin dictator Vladimir Putin.
