Ukrainian attacks on Russia's oil refining infrastructure have become a new factor of pressure on the Russian economy and could significantly alter the balance of power. This was stated by European politician Pascal Lamy, former Director-General of the World Trade Organization and former Trade Commissioner at the European Commission, in an interview with Espreso.
According to the politician, such shelling is already having a noticeable impact not only on the enemy's military potential, but also on the lives of civilians.
"In my opinion, the situation has changed. Ukraine's ability to strike the Russian Federation—20% of the oil refineries in the Russian Federation have already been damaged—and, of course, this has an impact on the Russian population. This goes beyond military action; it goes beyond Russian propaganda, because Russian consumers, Russian people, see that something negative is happening for them," Lamy stated.
The Commissioner assured that the larger the scale of such attacks, the greater their impact on Russia's economic capabilities and the greater their influence on the balance of power.
"And, personally, I believe that the more this happens, the clearer it will become, because this is one of the vectors, one of the levels of the decline in the potential of the Russian Federation and its economy. I believe the Russians themselves are doing this, and I believe this is a key component in the balance of power. It's no secret that if you listen to your European colleagues or talk to your American colleagues, the overall mood has changed," the expert said.
Lamy believes that Ukraine has now found ways and strategies to increase the damage inflicted on the Russian economy.
"And ultimately, this will become a very important component in maintaining the balance of power so that Ukraine can defeat the Russian Federation on the front lines," the politician concluded.
The General Staff of Ukraine previously disclosed how many Russian oil refineries had been disabled . Over the past month, the Defense Forces successfully struck eight oil refineries. They also destroyed or critically damaged more than 60 storage tanks.
Ukrainian drone attacks have disabled 42.74% of Russia's total oil refining capacity, the General Staff of the Ukrainian Armed Forces reported .
Moreover, the situation for Russians is complicated by the fact that repair deadlines for damaged facilities are constantly being postponed due to the inability to obtain the necessary spare parts and equipment.
In the last month alone, the Defense Forces successfully struck eight oil refineries. As a result, Russia was forced to significantly reduce oil production, and a massive fuel crisis erupted within the country, which Western analysts estimate could become the largest in history. In addition to oil refineries, the Defense Forces also destroyed or critically damaged more than 60 storage tanks. Of these, 58% contained petroleum products and 42% contained crude oil. Total losses to the Russian oil industry since August 2025 have reached $13.5 billion.
Ukrainian President Volodymyr Zelenskyy also commented on the attack on the oil terminal in St. Petersburg. He thanked everyone who ensured Ukraine's strikes were accurate and implemented the long-range sanctions plan.
" Ukraine's long-range sanctions against Russia took effect near St. Petersburg. Ukrainian defense forces struck the port's oil infrastructure, which generates funds for Russia's war effort. Kronstadt, a key military target, was also hit. The distance from the Ukrainian state border is more than 850 kilometers," the head of state said.
