Russia is complaining that Ukrainian drones are already hitting aircraft even in concrete shelters that took several years to build, writes Defence Express.
According to analysts, following a series of successful Ukrainian attacks on Russian airfields in 2024, Russia launched large-scale construction of reinforced concrete shelters for tactical aircraft at frontline bases and in occupied Crimea. These structures were intended to protect aircraft from drone strikes and ATACMS ballistic missiles carrying cluster munitions. The work was carried out under orders from then-new Russian Defense Minister Andrei Belousov.
By the summer of 2025, construction of new shelters was recorded at at least 14 airbases around Ukraine. This was not a modernization of old facilities, but rather the creation of new infrastructure. The reason is that modern Russian Su-30, Su-34, and Su-35 fighter jets do not fit into standard Soviet-era 2A13 arched shelters, and the larger 2A19 shelters were rarely built in Russia at the time. However, Russian "war correspondents" themselves have now begun to admit that Ukrainian drones are effectively destroying even concrete aircraft shelters. One propaganda outlet reported a successful strike by the Ukrainian Defense Forces on such targets, although the Russians are still unsure whether this represents a new systemic threat or an isolated incident.
The reasons for such defeats may be quite pragmatic. Ukrainian mid-strike drones, in particular the FP-2 from Fire Point, have recently been equipped with significantly more powerful warheads. In late May, Fire Point co-founder and chief designer Denis Shtilerman announced that the FP-2 would be capable of carrying a warhead weighing up to 200 kg.
"In general, 2A13-type shelters have 60-cm-thick concrete walls, while the newer 2A19 shelters have 50-cm-thick walls and a 5-mm steel interior lining. However, these shelters were built to withstand close-in blasts from high-explosive bombs, shrapnel, and cluster munitions. The design of the new Russian aircraft shelters is unknown, but it's unlikely that the threats assessed in 2024 were similar, except that they were equipped with low-yield drone warheads instead of bombs," the analysts note.
Furthermore, experts are not ruling out the use of combined warheads based on the BROACH principle, which are used in the Storm Shadow and SCALP missiles. This design involves using a shaped charge to penetrate the barrier, after which the main charge penetrates.
However, even without a direct penetration of the shelter, the aircraft inside can suffer critical damage. During a powerful explosion, fragments and chips form on the inner surface of concrete structures, which fly at high speed, effectively acting as shrapnel.
It's possible that this is how Ukrainian Special Operations Forces destroyed concrete shelters housing Iskander tactical missile systems near the village of Ovrazhki in occupied Crimea in late April. These shelters are very similar in design to aircraft shelters.
If such strikes become systematic, this could not only lead to further losses for Russian aircraft but also call into question the safe operation of frontline airfields. Furthermore, Russia's long-standing efforts to create a secure infrastructure for its combat aircraft would be jeopardized.
