Odd Edison Box Fan Motor Failure

The rotor collides with the stater at certain parts in this motor. These were very cheap fans with poor manufacturing tolerances so it's not inconceivable that a defect like this would exist, but what makes this so odd is that the fan appears to have been used at some point. The rotor is clearly slightly oblong and I just don't see how this failure could develop over time.
