Trooper's Report:

On Tuesday, November 12, 2024, I was working a vehicle accident (see incident number #202421805ASP) on Interstate 440
eastbound near the #2-mile marker. While directing traffic I observed a gold-colored Mercury (Vehicle 1) driving towards me. I
observed the driver, Michael Lewis JR. holding his cell phone up with his right hand. I instructed Lewis to pull over and made
contact with him due to being on the phone. I asked Lewis for his name, and he told me his last name was Jones. As I
approached Lewis the second time, he began to flee eastbound on Interstate 440 driving with a wanton disregard for the safety
of other drivers on the roadway.

Lewis took exit #3 turning right onto Bankhead Road. As Lewis drove southbound on Bankhead Road he began throwing items
out of the driver’s window. Lewis continued driving at a high rate of speed until he lost control at the intersection of 3M Road
and East 39th Street. Lewis’s vehicle struck a cable causing it to roll onto the driver’s side. After taking Lewis into custody, I
located ($2,147) two thousand, one hundred and forty-seven dollars in cash, in Lewis's right front pocket. In Lewis’s left front
pocket I located a bottle containing (40) forty while pills, believed to be oxycodone. Inside the vehicle I located (1) one clear
plastic bag containing a green leafy matter, believed to be marijuana, (1) one black scale, (2) two bottles containing liquid,
believed to be Promethazine, and (1) one open container of alcohol.

Blue Hill Towing responded to the location to recover Vehicle 1. I transported Lewis to UAMS Hospital where he refused all
medical treatment. Lewis was transported to Pulaski County Jail where he was booked and charged with:

5-64-419 Poss. Marijuana
5-64-419 Poss. Promethazine
5-64-419 Poss. Oxycodone
5-64-420 Poss. W/Purpose to Deliver
5-64-443 Poss. of Drug Paraphernalia
5-53-111 Tampering W/Evidence
5-74-105 Using another person’s property to commit a crime
5-54-125 Fleeing
5-54-102 Obstructing Gov. Operations
5-71-218 Open Container
27-50-308 Reckless Driving
27-51-201 Speeding
27-16-303 Suspended DL
27-22-104 No Insurance
27-51-104 Inattentive Driving.

Lewis also showed to have multiple felony warrants out of different police agencies. All warrants were confirmed and served.

Incident number #202421836ASP was issued for the crash. All the cash in Lewis’s possession was seized and deposited into
the Arkansas State Police Seizer Account. There was no damage to ASP property or personnel.

While at the hospital, Lewis told me he was on his phone, facetiming his girlfriend. Lewis said he was holding his phone up to
show his girlfriend that he was “driving past the cops again with all these warrants”
