Trooper's Report:

On 11/07/2024 at approximately 10:16 AM, I Trooper (Trp.) Calvert, was sitting stationary on US HWY 67/167 NB near the 7
MM. In the number two lane, I observed the listed vehicle, a grey Ford Edge, with a paper tag blowing in the wind causing it to
be unreadable. I initiated a traffic stop near the 8-MM of US HWY 67/167 NB. The vehicle complied with my emergency lights
and drove onto the right shoulder. The vehicle’s brake light was still illuminated while I was coming to a stop, after staying
stationary for approximately three to five seconds, the vehicle began driving north on US HWY 67/167.

I initiated my emergency sirens, but the vehicle continued driving, failing to adhere to my lights and sirens. I advised ASP
dispatch I was in pursuit. The vehicle continued north at speeds of approximately 90 MPH. Sergeant (Sgt.) Briggs was
stationary at the 8-MM. The pursuit passed him, and he became secondary at approximately 10:17 AM. The vehicle
continued north US HWY 67/167 and took James Street (Exit 9) to travel north on TP White Drive. We continued northbound
on TP White Dr. through the construction area at speeds of approximately 75 mph. The vehicle turned south onto Bailey
Boulevard into a residential area. To avoid entering a residential area, I attempted to execute a Tactical Vehicle Intervention
(TVI) as the vehicle turned east onto Hayes St. but was unsuccessful. I again attempted another TVI, however, the driver was
able to avoid it before abruptly coming to a stop on Hayes and Gray St. A black male exited the front passenger seat with two
large, white trash bags and began fleeing south on Gray St. The vehicle continued driving after the passenger fled on foot.

The black male, still carrying two large trash bags, hopped the fence at 909 Gray St. I attempted to also hop the fence but was
unsuccessful. I observed the male jumping a metal fence in between 909 and 905 Gray St. I ran around the front of 909 Gray
St. and hopped the metal fence between the two properties. During this, my right palm was punctured by the metal prongs.
The male dropped the two trash bags in the backyard of 905 Gray St. The male continued to run around the front 905 Gray St.
not stopping for my commands. Under the carport of the residence, I utilized my issued Conducted Electrical Weapon (CEW)
and shot the suspect. One probe struck his back, near the right shoulder blade, however, the CEW was ineffective. The
suspect continued to run, and I tackled him at the intersection of Hill and Gray St. I placed the suspect, later identified as
Harold SHIRLEE in handcuffs and escorted him back to my patrol vehicle. SHIRLEE sustained minor scrapes on his left elbow
and the palms of both hands.

After placing him in my patrol vehicle, I went back to the backyard of 905 Gray St. Inside the two white trash bags SHIRLEE
discarded were 9 individually sealed bags of a green leafy substance, I know to be marijuana.

Sgt. Briggs had custody of the driver, Dana WEBB.
