Trooper's Report:

On 08/26/2024, at approximately 8:00 PM, the Little Rock Police Department contacted ASP communications and requested
ASP assistance with a vehicle pursuit. The vehicle was a black Chevy Camaro traveling south on South University Avenue near
65th Street.

I, Trp. R. Plyler #357 responded to the area of Baseline Road, where I observed the suspect vehicle and two Little Rock PD
units traveling east before turning south on Gardner Street. I became active in the pursuit and was the third vehicle. I quickly
became the number two vehicle as we continued through several residential streets until we circled back to Chicot Road. Once
we reached Chicot Road, we traveled south until we reached Twin Oaks Drive. I took over the pursuit as the primary unit at this
location as we turned to travel east on Twin Oaks Drive. After going around the neighborhood, we returned to Chicot Road and
traveled north towards Baseline Road. On Chicot Road, traffic conditions were moderate to heavy, and there was no safe area
to conduct a TVI. We continued north on Chicot Road, where our speeds reached 70-80 miles per hour as the driver traveled in
the center turn lane. As we reached the intersection with Baseline Road, the driver, later identified as Clifford Siglar, failed to
stop for a red light as he continued north, barely missing the rear of another motorist. We continued north onto South University
Avenue, where traffic started to clear as we passed I-30. The pursuit continued north on South University until we passed the
intersection with Forbing Road. . After clearing the intersection with Forbing Road there was no traffic in the area. The vehicle
reached speeds of 114 miles per hour as I positioned my unit at the rear passenger side of the vehicle successfully executing a
TVI. The vehicle traveled off the east side of the roadway and collided with the tree line.

After colliding with the trees, Siglar fled the vehicle on foot east through the tree line and across the railroad tracks. Sgt. Allan
Johnson with the Arkansas State Police was in the area when he located Siglar in the tree line east of the railroad tracks. Sgt.
Johnson placed Siglar into custody without further incident. Sgt. Johnson and I escorted Siglar back to South University
Avenue, where we handed him over to officers with the Little Rock Police Department.

During a search of the vehicle, LRPD Officers located a loaded FN 5.7 handgun was found in plain sight on the front floorboard
of the driver's side. During a search of the trunk, LRPD Officers located a backpack containing scales and approximately six
pounds of Fentanyl. LRPD took possession of all evidence and the vehicle.
Siglar sustained a possible injury to his ribs during the incident and was transported by MEMS to a local hospital for treatment.
